Four in favor, none opposed.
Vote: 4 — 0 Motion to approve COA#2018-0809A is passed with conditions.
•
IV. PRIVILEGE OF THE FLOOR
A. Thomas Gordon, 629 West Lasalle Avenue — Birdsell House — The Birdsell house has
broken windows, missing windows. I think we've tried to contact the owner, I know that
we've contacted Code Enforcement a number of times. I think that we better document
with our overseeing body that we are doing our due diligence that we are trying to uphold
this because it is a Landmark. So that we don't have another Mr. Bognar, coming to us
with accusations that we are not doing our due diligence with maintaining a Landmarked
property. So, as opposed to just saying "we have documentation that we contacted Code,
and we have documentation that we tried to contact the owner, " but I think we better have
documentation to those ends to Mr. Mueller and the Redevelopment Commission or
whoever is overseeing us now so there aren't any repurcussions down the road. So I think
staff should get that letter sent out to them, to that Department.
Historic Preservation Administrator Feasel: Tom and I talked on Friday when he came to
pick up his packet. I followed up with Code Enforcement and, actually, it had just slipped
my mind at the time we had talked. Historic Preservation issued a ticket, with a $500 fine
to the owner of the Birdsell (Mansion). It was our first ticket ever.
Mr. Gordon: Nice! 0
Administrator Feasel: So we have that authority. I guess I would say we are taking that
step now by ticketing. Steve (Szaday), who is our Staff of Code Enforcement, an Inspector
for Code Enforcement, is going to continue to follow through with whatever violation fee
structure he can with the ticket system.
Mr. Gordon: I would recommend that we construct a letter to Mr. Mueller outlining the
times we have contacted Code or tried to contact the owner. And that we have no ticketed
them, but — I mean — the windows are still open, they are broken out, something else needs
to be done. Maybe we need to have the Building Department board them up and send the
owners the bill. But I don't think that it should continue to remain open. I know on the
west side of the house you can continue to go up and get into the house. And I think
there's firstfloor windows out, for that matter.
V. REGULAR BUSINESS
A. APPROVAL OF MINUTES
1. July 16t'', 2018
Commissioner Molnar made a motion to continue. Seconded by Commissioner
Gordon.
Four in favor, none opposed.
Vote: 4 — 0. July minutes are continued. •
16
