STAFF REPORT <br />• CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: March 9, 2018 <br />Application Number: 2018-0309 <br />Property Location: 1312 Lincoln Way East <br />Architectural Style/Date/Architect or Builder: Queen Anne / Free Classic / 1901? / La Pierre House <br />Property Owner: Ryan Lynch and Anne Marie Pelino <br />Landmark or District Designation: Lincoln Way East Local Historic District, Ordinance #7343-84 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two-story square Queen Anne / Free Classic sits on a brick <br />foundation. The walls are clapboard with corner boards. There is a bell flare in the shingled gables end over a <br />molded lintel course and an eyebrow arch a over tall louvered attic vent. The roof is cross -gabled with returns, <br />boxed eaves and simple frieze -boards. Carved brackets are under the projecting tympanum. The chimney is <br />centrally located. A two-story shed addition is at the rear. An elevated wood porch with offset entry — has a <br />molded wooden lintel and open wooden balustrade. Windows are wood 1/1 double -hung sashes. A casement is on <br />the east fagade with "Prairie glazing". A three -faced bay window is on the west fagade. Windows have molded <br />entablatures. <br />ALTERATIONS: The house was extensively restored between 1983 and 1985. COA 1986-0402 allowed for the <br />re -roofing of the house with asphalt shingles (in-kind). COA 2006-0125 allowed for the re -roof of the entire house <br />with architectural shingles and installed a new step and pipe boot flashings. <br />• APPLICATION ITEMS: 1. "Replacing all windows and sashes with custom built in-kind windows and sashes. <br />Windows need to be replaced lead free building components per the St. Joseph County Health Department. 2. <br />Replace front door casing with in-kind lead free building components per St. Joseph County Health Department." <br />DESCRIPTION OF PROPOSED PROJECT: <br />Applicant seeks a Certificate of Appropriateness for two projects: <br />1. Remove and replace twenty-one (21) windows with Double Hung thermopane replacement window <br />units in white by Midway (Classic Model), with 3/4" strength glass, Low -E Argon gas filled sashes with <br />warm edge technology. <br />2. Replace the front door with a left -swing Mastercraft ® ME -214 Memphis 36" wide by 80" high primed <br />white steel rectangular Top -Lite Prehung exterior door (a second door option was also included in the <br />application packet). <br />On December 7', 2017, Whitney Griffin of the St. Joseph County Health Department supplied Risk Assessment <br />Report #RA000012500 to the property owners of 1312 Lincoln Way East regarding the lead risk assessment that <br />was conducted at that address on October 20t'', 2017. In compliance with Indiana Administrative Code Title 410, <br />IAC 29 Reporting Monitoring and Prevention of Lead Poisoning, lead hazards identified therein were to be <br />remediated within sixty days of the receipt of the report. All hazards not completely remediated within (180) days <br />of the notice are to be referred to the county attorney for legal action. The 28 -page report (with additional images <br />and schematics) indicates the location, specific building component, laboratory test results, remediation options, <br />and instructions for each hazardous area identified. <br />For reference: <br />60 days after the receipt of the risk assessment would be February 5, 2018. <br />180 days after the receipt of the risk assessment would be June 5, 2018. <br />The report finds elevated levels of lead throughout and outside of the house, and necessitates that the homeowner <br />pursue interim and/or abatement measures, including: <br />A.
