Section 5. President Voting. The President may vote on all matters, resolution or a other matters that are put to a vote. Section 6. Open Meetings. All meetings of the Commission are subject to and will be conducted in accordance with the Indiana Open Door Law (the "ODL," being I.C. 5-14-1.5, as amended). To the extent required by the ODL, all meetings of any standing committee or advisory board of the Commission will be conducted in accordance with the ODL. ARTICLE 5 PARLIAMENTARY PROCEDURE Section 1. Rules. Roberts Rules of Order shall govern the parliamentary procedure of the Commission. ARTICLE 6 ORDER OF BUSINESS Section 1. Order of Business. The order of business at any regular or special meeting of the Commission, unless otherwise provided in these by-laws, by resolution of the Commission, or by law, shall be as follows: (a) Call to Order • (b) Roll Call (c) Public Hearing (i) Certificates of Appropriateness (ii) Other (d) Approval of Minutes (e) Other Business (f) Privilege of the Floor (limited to 3 minutes per speaker) (g) Adjournment ARTICLE 7 COMMITTEES AND ADVISORY BOARD Section 1. Standing Committees. The standing Committees of the Commissions shall be Budget and Finance, Standards and Maintenance, Historic Landmarks, Historic Districts, Public Relations and Community Education Committee, and Legal Committee. Each Committee shall be chaired by a member of the Commission who shall be appointed by the President at the first meeting in the calendar year and said Committee Chairs and Committee members shall serve for the calendar year or until their successors are appointed or the Commission by resolution shall determine otherwise.
