Section 5. President Voting. The President may vote on all matters, resolution or <br />a other matters that are put to a vote. <br />Section 6. Open Meetings. All meetings of the Commission are subject to and <br />will be conducted in accordance with the Indiana Open Door Law (the "ODL," being I.C. <br />5-14-1.5, as amended). To the extent required by the ODL, all meetings of any standing <br />committee or advisory board of the Commission will be conducted in accordance with <br />the ODL. <br />ARTICLE 5 <br />PARLIAMENTARY PROCEDURE <br />Section 1. Rules. Roberts Rules of Order shall govern the parliamentary procedure <br />of the Commission. <br />ARTICLE 6 <br />ORDER OF BUSINESS <br />Section 1. Order of Business. The order of business at any regular or special <br />meeting of the Commission, unless otherwise provided in these by-laws, by resolution of <br />the Commission, or by law, shall be as follows: <br />(a) <br />Call to Order <br />• (b) <br />Roll Call <br />(c) <br />Public Hearing <br />(i) Certificates of Appropriateness <br />(ii) Other <br />(d) <br />Approval of Minutes <br />(e) <br />Other Business <br />(f) <br />Privilege of the Floor (limited to 3 minutes per speaker) <br />(g) <br />Adjournment <br />ARTICLE 7 <br />COMMITTEES AND ADVISORY BOARD <br />Section 1. Standing Committees. The standing Committees of the <br />Commissions shall be Budget and Finance, Standards and Maintenance, Historic <br />Landmarks, Historic Districts, Public Relations and Community Education Committee, <br />and Legal Committee. Each Committee shall be chaired by a member of the <br />Commission who shall be appointed by the President at the first meeting in the calendar <br />year and said Committee Chairs and Committee members shall serve for the calendar <br />year or until their successors are appointed or the Commission by resolution shall <br />determine otherwise. Membership on the Commission is not a prerequisite for <br />• membership on standing committees. Standing Committee members may be selected <br />7 <br />
