South Bend Redevelopment Commission
Regular Meeting - November 21, 1997
6. NEW BUSINESS (CONT.)
g. continued....
KEVIN BUTLER: There are no code
enforcement issues at this point.
Ms. Auburn asked if there are code
enforcement issues with other properties
that American Bankers Assurance might
own.
KATHY DEMPSEY: My name is Kathy
Dempsey, I am Director of Code
Enforcement for the City of South Bend,
and I maintain offices here on the 13th
floor. I am certainly surprised to hear this
report from American Bankers Life
Assurance. I have been aware of them
since they bought the piece of property on
Broadway at a tax sale probably two years
ago or in that vicinity. They then
negotiated with another person who is
constructing single - family housing on
Broadway. It was our first understanding,
after we had a demolition ordered affirmed
against the property at 133 Broadway, that
there was going to be a purchase
agreement between American Bankers and
this other party —that didn't happen.
There was an appeal filed with regard to
the demolition, ultimately that was
resolved and American Bankers moved
forward and did take the house down.
This is pretty much the first that I have
heard that they are interested in building
single - family housing down there. It has
been my understanding that American
Bankers has been in the business of buying
volumes of properties at tax sale for tax
RMOMETPHIPPS\ WPDATATOMMSM 112197.MIN -25-
