South Bend Redevelopment Commission
Regular Meeting - November 21, 1997
6. NEW BUSINESS (CONT.)
c. continued....
Mrs. Kolata explained that the method of
egress and the window opening on the
west side of the building at 214 W.
Jefferson Boulevard would require, to her
knowledge, an easement from the city in
order to be allowed to get a building
permit.
GREG KIL: If I can follow up on that.
The specific request that we had asked for
was for the fire stair. The windows are
allowed by code as they stand, since we
are not changing the windows and we are
just scraping, painting and reglazing the
windows. We are providing an internal
fire stair at the south end of the building
and the existing exterior fire stair would
only be used as a second means of egress
given the change of use of the upper level.
It is true that we don't have, without the
Board of Public Works execution of the
easement, the ability to go for full permits
down state with the proposed use as it
stands, which is the change of use of the
upper floors. It would be possible for us
to develop the project without that
easement, given its existing occupancy
type, which is R -1 in the upper level in the
former hotel and B -2 office or restaurant
on the first floor.
Ms. Schwartz asked if at one point of the
building's life it was a hotel.
GREG KIL: Originally it was constructed
as an office building back in the first
HAHOME\CPHIPPS \WPDATA \COMMSM 112197.MIN -14-
