Applicant seeks a Certificate of Appropriateness for two projects: <br />1. Remove and replace twenty-one (21) windows with Double Hung thermopane replacement window units in white <br />• by Midway (Classic Model), with 1/4" strength glass, Low -E Argon gas filled sashes with warm edge technology. <br />2. Replace the front door with a left -swing Mastercraft ® ME -214 Memphis 36" wide by 80" high primed white steel <br />rectangular Top -Lite Prehung exterior door (a second door option was also included in the application packet). <br />On December 7th, 2017, Whitney Griffin of the St. Joseph County Health Department supplied Risk Assessment Report <br />#RA000012500 to the property owners of 1312 Lincoln Way East regarding the lead risk assessment that was conducted at that <br />address on October 20th, 2017. In compliance with Indiana Administrative Code Title 410, IAC 29 Reporting Monitoring and <br />Prevention of Lead Poisoning, lead hazards identified therein were to be remediated within sixty days of the receipt of the report. <br />All hazards not completely remediated within (180) days of the notice are to be referred to the county attorney for legal action. <br />The 28 -page report (with additional images and schematics) indicates the location, specific building component, laboratory test <br />results, remediation options, and instructions for each hazardous area identified. <br />For reference: <br />60 days after the receipt of the risk assessment would be February 5, 2018. <br />180 days after the receipt of the risk assessment would be June 5, 2018. <br />The report finds elevated levels of lead throughout and outside of the house, and necessitates that the homeowner pursue interim <br />and/or abatement measures, including: <br />A. Enclose the component with a barrier completely preventing access. <br />Noted below' in the original text indicates the manner and means through which lead -safe work practices should be executed. <br />SITE VISIT REPORT: <br />February 21, 2017 <br />At approximately 5 pm I met with the owners of the property located at 1312 LWE at the property. They had informed me of the <br />desire to change out windows, repair the front porch, and paint the exterior of the property this year. <br />Starting with the porch; the decking is rotted in the main traffic area between the steps and the front door. Patch repairs have been <br />made just to improve approach, but a tear off needs to happen and new material installed to increase safety. The railings have <br />been toe -nailed into place with some repairs as well. The railings are currently 2x4 with 2x2 spindles. The railings need to be <br />replaced with rails that have proper design to allow water to roll over and of and clearance for water to run off of porch. <br />The paint which is only a few years old is peeling considerably all on its own. There are no vents on either the faces of the house <br />nor the soffits. Areas of the cedar shake closer to the peaks are curling off the house as a result of this lack of ventilation. <br />The windows are in varied condition of wear and repair. Eight (8) of the exterior sills are rotted completely through. I can bare <br />handed squeeze them and they come apart. Due to the failure of the window sills the jambs and frames are need of structural <br />repairs. Six (6) non -original windows on the rear and west side of the house were improperly installed and fitted poorly. Most <br />(75%) of the upper sashes in the main and second floor (original windows) are in repairable shape although painted shut and <br />slipped down. Unfortunately, most of the bottom sashes, and sills are dry rotted and should be replaced. <br />The majority of the windows are deteriorated beyond repair as a result of the failed sills, deteriorating jambs, and <br />structural adjustments that need to be performed to the frames themselves. <br />Steve Szaday <br />Preservation Inspector <br />STANDARDS AND GUIDELINES. In the majority of cases the aluminum siding has been applied over the original clapboard. <br />
