STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: t I October 2017 <br />Application Number: 2017-1002C <br />Property Location: 911 Leland Avenue <br />Architectural Style/Date/Architect or Builder: Dormer -front bungalow / 1899 <br />Property Owner: Kathy Schuth <br />Landmark or District Designation: Chapin Park Local and National Ilistoric District, Ordinance 49574-05 <br />Rating: Contributing <br />DESCRIPTIO` OF STRUCTURE/SITE: The l '/ story frame house sets upon a brick Foundation facing east <br />onto Leland Street. Roof is side -gabled with a peak running north -south. A large gabled dormer on the east face <br />contains tishscale shingles on the street -facing «•all. The entire roof is cowered in architectural asphalt shingles. <br />The porch is fall -width, the porch roof is an extension of the main roof. The windows are 1/1 t;rood double hung <br />,with molded entabulatttres. An oval window with stake brackets is on the south side of the second story. The front <br />door is a `salvaged' half -lite wood panel door. An alley abuts the property on file north. - <br />ALTERATIONS: It is unknown when the rear -facing two -window dormer was added, as it is not indicated on our <br />1987 structures report. 2015-0708 replaced front door with salvaged wood panel door from time of construction. <br />2015-0929 removed "a very large, dangerous mulberry tree" that was "posing a threat to the house, neighbor's <br />property and people." <br />APPLICATION ITEMS: Propose to remove and replace asphalt shingle roofing and add solar panels to roof per <br />attached info. Roofing to be architectural shingles (lifetime). <br />From attached schematic: <br />"There are 12 panel in this system. There will be one string of 12 going to one inverter. The panels will be <br />mounted 5 inches off the roof flush with the roof slope. There will be Optimizers on file underside of each panel." <br />DESCRIPTION OF PROPOSED PROJECT: Application is for removal of existing asphalt shingles, followed <br />by replacement by Timberline. IID fiberglass asphalt shingles in Pe%Nter Gray. This portion can be considered a <br />"Routine Maintenance Exclusion", and staff are prepared to treat it as such. <br />The Solar panels will be installed by Solar Energy Systems of Nappanee, IN. Attached schematic indicates that <br />twelve Neo Solar Power Mono -Crystalline Photovoltaic Module Solar Panels will be installed on the roof on a <br />racking -system in the following positions: four (4) panels will be placed on the %Nest side of the roof along the <br />ridgeline at the rear of the property, four panels will be placed on the east side of the roof along the ridgeline at the <br />front of the property, two panels will be on the south side of the gable facing the street, two panels will be on the <br />north side of the gable facing the street. A disconnect switch will be installed near the utility meter. Eight of these <br />proposed panels will be in view (through foliage) from the street. <br />PRESERVATION SPECIALIST REPORT: <br />On October 2, 2017 at approximately 9:30am, I visited the property located at 911 Leland Ave. This property is <br />part of the Chapin Park Local Historic District. I tool: photographs from the 'west, cast, and north. The areas on the <br />front roof above the doorway is visible from the street so is the southeastern pitch of the main roof.
