APPLICATION ITEMS: Propose to remove and replace asphalt shingle roofing and add solar panels to roof per attached <br />info. Roofing to be architectural shingles (lifetime). <br />From attached schematic: <br />"There are 12 panel in this system. There will be one string of 12 going to one inverter. The panels will be mounted 5 inches off <br />the roof flush with the roof slope. There will be Optimizers on the underside of each panel." <br />DESCRIPTION OF PROPOSED PROJECT: Application is for removal of existing asphalt shingles, followed by <br />replacement by Timberline HD fiberglass asphalt shingles in Pewter Gray. This portion can be considered a "Routine <br />Maintenance Exclusion", and staff are prepared to treat it as such. <br />The Solar panels will be installed by Solar Energy Systems of Nappanee, IN. Attached schematic indicates that twelve Neo Solar <br />Power Mono -Crystalline Photovoltaic Module Solar Panels will be installed on the roof on a racking -system in the following <br />positions: four (4) panels will be placed on the west side of the roof along the ridgeline at the rear of the property, four panels <br />will be placed on the east side of the roof along the ridgeline at the front of the property, two panels will be on the south side of <br />the gable facing the street, two panels will be on the north side of the gable facing the street. A disconnect switch will be <br />installed near the utility meter. Eight of these proposed panels will be in view (through foliage) from the street. <br />PRESERVATION SPECIALIST REPORT: <br />On October 2, 2017 at approximately 9:30am, I visited the property located at 911 Leland Ave. This property is part of the <br />Chapin Park Local Historic District. I took photographs from the west, east, and north. The areas on the front roof above the <br />doorway is visible from the street so is the southeastern pitch of the main roof. The trees in front have lost some leaves which <br />allows greater visibility which will be even greater when the leaves all fall. <br />Steve Szaday <br />Preservation Specialist <br />STANDARDS AND GUIDELINES: CHAPIN PARK <br />B. ROOFS AND ROOFING <br />Roof shapes in the district encompass all the various designs found in residential structures: hipped, gabled, gambrel, flat and <br />combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as <br />clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The fascias of some vinyl- and aluminum - <br />sided houses are covered with the same materials. <br />Required <br />The existing shape and type of materials of the roof shall be retained. All architectural features, which give the roof its essential <br />character, shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. <br />Recommended <br />The original shape and materials of the roof should be restored. Particular effort should be made to retain materials such as slate, <br />tile and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair <br />should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and <br />texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be <br />maintained whenever possible or replaced with a style comparable and suitable to the architectural period. <br />Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed from a street by adding architectural <br />features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be <br />stripped of architectural features important to its character. <br />Not Recommended <br />Overhanging eaves, soffit, brackets and gables should not be covered or enclosed when adding siding to a building. <br />E. MECHANICAL SERVICES <br />The majority of the structures within the district have oil or gas heat, and have brick chimneys through the roof. Some houses <br />have one or two window air conditioners. <br />Required <br />Required mechanical systems shall be placed in areas that will result in the least possible alteration of the structural integrity and <br />physical appearance of the building. <br />Recommended <br />Solar collectors and TV dishes should be placed in the rear of the property and shielded by shrubbery and landscaping. <br />Window air conditioners and exhaust fans should be installed at the rear or an inconspicuous side window. Original <br />lighting fixtures should be utilized whenever possible. <br />Prohibited <br />Holes shall not be cut through walls or roofs in areas that can be seen from the street to accommodate air conditioners or other <br />mechanical equipment. <br />Not Recommended <br />
