HISTORIC PRESERVATION COMMISSION <br />OF SOUTH BEND & ST. JOSEPH COUNTY, INDIANA <br />President's Report for May 15th, 2017 <br />• 4/17/2017 7P: HPC Monthly Meeting (County -City Building; Room 1308). <br />04/19/2017 3P: Brief staff meeting before meeting with Chuck Bulot, Building <br />Commissioner regarding procedural improvements for HPC certificates and <br />Building permits (issued for designated properties). HPC has proposed three <br />specific policy changes: <br />o Substitute the word "Certificate" for "Permit" on all COA forms to correct <br />any misunderstanding that COAs are de facto building permits. <br />o Affirm the need for additional building permits (when required) on COA <br />application form, include language at signature line <br />(declaration/acknowledgement). <br />o Suggest routing approved COAs (and RMEs) directly to the Building <br />Dept. instead of directly mailing or releasing to the applicant. Building <br />Department will release COA once proper building permit is issued. <br />• 04/26-28/2017: Volunteerd as HPC emergency contact while staff attended the <br />statewide conference in Wabash. <br />• 05/01/2017 12:45P: HPC Staff meeting (HPC Offices). Discuss Old Marquette <br />School, revealed today on Indiana Landmarks' Most Endangered. Review <br />Marquette file information. Updated on several miscellaneous topics along with <br />the state of recently approved COA projects. <br />• 05/02/2017 10A: Legal conference (HPC Offices) with Elicia Feasel and Brett <br />Hummer (by phone) for clarification on FOI requests and other pending legal <br />matters. <br />• 05/05/2017 3:30P (Bond Hall; The University of Notre Dame). Accepted an <br />invitation from Todd Zeiger to see a presentation from students Sam O'Melveny <br />(Engineering) and Eric Stalheim (Historic Preservation) entitled "A Proposal for <br />the Preservation of Firehouse No. 6." Others in attendance included David Relos <br />and Wayne Doolittle. Program explored an adaptive reuse for the building as a <br />restaurant. Students performed a structural assessment and examined the <br />condition of masonry building materials, roof, historic windows and amenities. <br />Format was interactive to provide feedback for improvement. Proposal will be <br />offered to the the Department of Community Investment and made available to <br />the prospective owner. <br />
