Public comment: <br />Joan Huff, 18592 Garwood Court, South Bend - She and her husband landmarked the property, <br />with their many priority being protection of the barn, and she is outraged that the barn was. <br />allowed to be taken down. <br />Tim Huff, 10187 Jackson — Questioned who is responsible for the barn coming down, where <br />was the Historic Preservation Commission during the process, and how the current owner <br />purchased the property without knowledge of its landmark status. It seems that there should be <br />some notification process when historic property changes ownership. <br />Joan Cappuccilli, 26464 North Bittersweet Trail, Mundelein, IL — Has developed a subdivision <br />in Illinois with covenants that are attached to the title when property is purchased; it would <br />seem that a similar thing could be done with historic landmarked properties in this area. She <br />implored the Commission to set the property back on its historic path. <br />Thomas Huff, 65961 Walnut Road, North Liberty — Opposes this COA, and believes the <br />Commission has the authority to require unapproved changes to be removed and property <br />restored to the condition it was in when originally landmarked. <br />Christopher Huff, 1831 College Street, South Bend — Opposes this and all COAs until this <br />property has a plan to bring it in conformity with the property as it was when originally <br />landmarked. <br />Commissioner Molnar moved to approve application as submitted. Seconded by Commissioner <br />Gordon. It has a gable roof <br />with several cross gables, half-timber rake trim is covered in asbestos tile shingles. The body of the house is mainly brick with a <br />half timbering and stucco in the front gable that also has a square bay and stucco in the entry gable that has a round arched entry <br />door with diamond pane glass and brick tabbing at the door surround. There are original windows with paired 6 light casement <br />windows with four light fixed transoms on the first floor. There are wood replacement casement windows on the second floor. <br />Some of the windows have brick header course sills. <br />ALTERATIONS: Portions of the roof were replaced in-kind in 1988. There are 11 wood replacement casements on the second <br />floor approved in September 1994. The rear porch was enclosed. The tennis court is a later addition. COA 2008-1013 approved <br />replacement wooden fence in rear of house. Replacement of single pane windows with glass block was approved with COA <br />2014-101413. COA 2014-1204 approved replacement of rear door. <br />APPLICATION ITEMS: Removing/replacing roof, currently has asphalt/fiberglass/fiber composite shingles, want to replace <br />with Certainteed Highland slate asphalt shingles, 2 low -sloped areas (not visible) currently have tin, want to replace with 0.060- <br />0.080 TPO membrane, copper drip edge, copper valleys. <br />DESCRIPTION OF PROPOSED PROJECT: Contractor proposes to remove existing slate -look shingles and replace with <br />Certainteed Highland Slate designer shingles. This choice of material mimics the look of slate, although in a consistent pattern, <br />unlike the current random -look shake roof. The contractor is unaware of any product currently on the market that would <br />accurately replicate the existing roofing, and other synthetic slate options have proven too costly. 0.060-0.080 TPO membrane <br />roof will be installed on flat roof areas to replace existing tin. Copper valleys and drip edge will be installed. <br />8 <br />
