Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, <br />and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. <br />Recommended <br />Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If <br />new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal <br />storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of <br />canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New <br />window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new <br />window and door features such as aluminum insulating glass combinations that require removal of the original windows and <br />doors shall not be installed. <br />Not Recommended <br />Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing <br />character or appearance of the building. <br />STAFF RECOMMENDATION: As inspection of these windows has determined many components need replacement, and <br />removal of the existing storms and replacement with the proposed Marvin Ultimate white aluminum -clad windows with grids to <br />match existing will restore a more historically accurate appearance, the Staff recommends approval. <br />Elicia Feasel, Executive Director <br />Deb Parcell, Deputy Director <br />Commissioner Klusczinski addressed the applicant and membership with respect to the material <br />condition of the original windows proposed for replacement. He stated that additional evidence has been <br />presented (since the petitioner's previous application in 2015) which suggests that the window units are <br />reasonably deteriorated. Even these windows are not beyond reconditioning, although a qualified <br />contractor may be difficult to find. It should be noted that any loss of character -defining or original <br />features may adversely affect a structure's State (DNR) historic rating — regardless of any approval <br />granted by HPC. This property is currently rated "Notable." The rating might change from window <br />replacements, once reassessed. As a general rule, old growth wood windows have a life expectancy <br />beyond their modern counterparts. Wood windows with aluminum cladding will still deteriorate from the <br />inside out, due to moisture retention. Acceptable rehabilitation methods endorsed by the HPC and the <br />National Parks Service can make old windows energy efficient while still preserving historic character. <br />He closed by stating that he would endorse this project but not without some regret. Klusczinski urged <br />the applicant to explore rehabilitation for at least some of the windows that could be more easily repaired <br />in an effort to preserve unique features that will be permanently lost with new installations. <br />Commissioner Gordon moved to approve application as submitted.
