ALTERATIONS: COA # 1989-0118 permitted the installation of a 2nd floor porch railing including posts, balusters, and railings. <br />The full balustrade on top of the balcony has been removed or was never installed. COA # 1992-0618 permitted the replacement <br />of existing copper lock asphalt shingle roofing with 3 -in -1 tab asphalt shingles. COA #2015-1203 retroactively permitted a <br />complete tear -off and re -roofing with dimensional asphalt shingles, as well as the installation of new gutters. <br />APPLICATION ITEMS: "Replaced 6 windows (exact same size, vinyl windows). Old windows were broken and really <br />deteriorated. Painted the back stairs and porch to comply with code enforcement." <br />DESCRIPTION OF PROPOSED PROJECT: Applicant seeks retroactive approval for the installation of 6 vinyl windows in <br />place of previous wooden windows. The subject windows are on the northwest side of the structure. On the ground floor, the <br />following windows were installed: two one -over -one windows are closer to the front of the house and one six -over -six window <br />closer to the rear of the house. On the second floor, the following windows were installed: two one -over -one windows (directly <br />above those on the ground floor) and a six -over -six window. <br />For reference, multiple windows remain boarded up (and painted over) on both the first and second stories on the northwest side <br />of the house. Basement access windows are also boarded up and painted over. A single one -over -one `original' window remains <br />on the second story towards the rear of the structure. <br />Unfortunately, no manufacturer information has been provided for the installed windows by the applicant. <br />PRESERVATION SPECIALIST REPORT: <br />I thought it best to provide a timeline in regards to my interactions on this project. <br />• December 3, 2015 -Work was being performed on the roof at 705 LWE without a COA/RME or permit. I <br />stopped and gave my card to a worker on site. Within hours Mariana Lara was in the office and received an <br />approved RME for roof repair. This information can be corroborated through my photographs and invoices. <br />• January 19, 2017-A Code Hearing was held at RM 1307 at County -City Building. Mariana Lara was in <br />attendance. The Hearing Officer ruled 6 months on the exterior with all necessary permits be pulled from <br />both HPC and the Building Department. The owner agreed and no civil penalties nor performance bond <br />ordered. <br />• July 6, 2017- I noticed new windows installed at the west side of the structure. (I was living in the <br />neighborhood at that time) I left a business card on the front door and on the windshield of the vehicle <br />parked at the rear of the address. On the back of the business card, I stated that window replacement <br />needed an approved COA from HPC and a building permit. <br />• July 7, 2017- I emailed the building department to make them aware that work was being done at 705 LWE <br />without the necessary permits. Later that day I stopped at the address when I saw someone parked at the <br />location. I informed him that the Building Department would be coming by to place a stop work order (red - <br />tag) on the property due to a failure to obtain proper permits. I walked to the front of the house to see that <br />my card that I left the previous day was indeed taken from the front door. Mr. Lara was the one there at that <br />time and was angry that we had done that and we couldn't make him stop although he was already done <br />with the windows he was going to replace. He stated that we should have sent letters and not approached <br />him telling him he was going to be red -tagged. I informed him that at the previous code hearing they <br />agreed to get all the necessary permits but failed to do so. After several minutes of cursing, Mr. Lara sped <br />off down the alley. <br />Three inquiries were sent via email checking on the status of a COA application prior by the Building Department <br />prior to the Violations Letter being sent on August 16, 2017 <br />Emails show that a COA application was sent via email to the Lara's two weeks prior to the August 7, 2017 deadline <br />to be heard in the August HPC meeting.
