STAFF RECOMMENDATION: The City of South Bend has maintained the property (to the limits of their ability and legal <br />obligation) on behalf of the owner of record for this duration, and will incur an undue financial burden by continuing this <br />process. Seeing how the property owner: <br />failed to respond to any attempts at communication by representatives of the city; <br />failed to offer representation at Code Enforcement hearings; <br />failed to execute the requested improvements to maintain the property to keep the structure in compliance with code <br />enforcement requirements; <br />and most deplorably allowed this property to degrade to its current state where it poses a threat to public safety (as <br />determined by the Code Enforcement representatives), <br />staff recommends approval of the request for Certificate of Appropriateness for demolition. Furthermore, this finding is based <br />upon adherence to Building Department requirements and Chapin Park Historic District Standards & Guidelines. We are pained <br />by the property owner's inability (or lack of desire) to attempt to maintain, improve, or sell the property, and saddened by the <br />inevitable prospect of demolition (be it through neglect or otherwise). The first story is brick, while the second story is wood shingle with a molded overhang between the two <br />stories. The roof is gabled with a wide overhang; a pedimented gable and dormer is on the southeast roof face. The front of the <br />structure has a full open porch with brick piers and walls. Windows are double hung. First story front fagade has wide paneled <br />windows, second story has French doors leading to the balcony.
