APPLICATION ITEMS: "Install 5 replacement windows." <br />DESCRIPTION OF PROPOSED PROJECT: Applicant seeks to replace 5 windows with white Champion Comfort 365 <br />windows in the following locations: in the living room on the west side, a picture window (51 ''/2' x 65"); in the front room on the <br />west side, another picture window (51 ''/2' x 65"); on the north side, one double -hung window in the stairwell ( 23 1/2" x 45"); in <br />the living room on the north side is a 2 -Lite slider window (42 3/4" x 23"); and in the kitchen, a double -hung window (29 3/4" x 39 <br />3/4"). <br />PRESERVATION SPECIALIST REPORT: <br />On November 6, 2017 at approximately 1:30 PM I visited the property located at 706 N St. Joseph within the River <br />Bend Local Historic District. I met with Mark Zimmerman to document the condition of the windows that they have <br />applied to replace. In full disclosure the owners of the property Mark and Nancy are personal friends and I have <br />performed work on the house prior to my tenure at Historic Preservation. I am familiar with the status of the front <br />windows in particular as I had previously attempted to help winterize those years ago. <br />The first two windows on the application are the front (west) picture windows. These were not originally picture <br />windows but actually double hung. The previous owner of the house removed the sashes, then took the wood storm <br />window and installed it in the first set of tracks between the interior and parting stops, they then added an aluminum <br />storm window to the outside. This setup is ill-fitting at best and has had different filler wood to help keep the wood <br />storm in place. Air infiltration is prolific on both front windows as both of these have had the same treatment. <br />The third window is the horizontal window near the northwest window. The sash itself is in good shape and has a <br />wood storm window on the exterior. The desire of the owner is to have a window that operates since they have <br />never had airflow towards the front of the house. <br />The fourth window is a double hung on the north side of the house at the landing of the stairs. The bottom sash has <br />significant deterioration and due to settling and damage from nearby construction and roadwork, the window is out <br />of square. Photographs will depict the repairs the owners have made to the plaster walls. The lower left corner of the <br />frame has enough of a drop that outside water has blistered the interior wall. Upper sash is painted in place but is <br />separated due to pressure from being out of square. <br />The fifth and final window is a non -original aluminum replacement window that does not stay open and faces the <br />rear yard of the house. <br />I will point out that the two windows on the south side of the structure are vinyl replacement windows that were <br />replaced prior to Mr. Zimmerman moving into the house. <br />Steve Szaday, Preservation Specialist <br />STANDARDS AND GUIDELINES: <br />River Bend Local Historic District <br />C. Windows and Doors <br />Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases <br />where synthetic siding has been applied, window trim has been covered. Many structures in the district have <br />aluminum storm windows. Some houses retain wood framed storm windows. <br />Required <br />Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and <br />hardware shall be retained or when deteriorated beyond repair, replaced with units and trim resembling the <br />original. <br />Recommended <br />Wood frame storm windows and doors, painted to match the original, should be used but should not damage <br />existing frames. If new sash and doors are used, the existing or original materials, design, and hardware <br />should be used. When metal storm doors are used, they should be painted, anodized or coated to match the <br />existing. When awnings are used they should be of canvas material. <br />Prohibited <br />Original doors, windows, and hardware shall not be discarded when they can be restored and re -used in <br />place. New window and door openings which would alter the scale and proportion of the building should not <br />be introduced. Inappropriate new window and door features, such as aluminum and insulating glass <br />combinations that require removal of the original windows and doors, shall not be installed. <br />Not recommended <br />Awnings, hoods or fake shutters made of metal, vinyl or fiberglass should not be used if they would detract from the <br />existing character or appearance of the building. <br />2 <br />
