STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />mate: August 7, 2017 <br />Application Number: 2017-0807A <br />Property Location: 313 (aka 315) West Madison Street <br />Architectural Style/Date/Architect or Builder: Dormer -front bungalow/1877/1915Benz House <br />Property Owner: Bernardo Contreras <br />Landmark or District Designation: Chapin Park Local/National Register District, local ordinance 49574-05 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This wood frame house with irregular plan sits upon a brick foundation. <br />The exterior walls are wood shingle covering wood clapboard, and the steep -pitched gable roof and front dormer are <br />covered in asphalt shingles, with two brick chimneys with corbelled caps. There is a porch across the full width of the <br />front, with the roof being an extension of the main roof, supported by brick piers with small cross design at capitals, <br />brick railing with stone caps, and concrete steps and floor. According to the 1987 survey card, windows are wood 1/1 <br />double hung with moulded entablatures, with a large picture window in front, although most windows are boarded up for <br />protection and this cannot be confirmed. The house is located on a spacious site with a large gambrel roofed garage at <br />the rear of the property, also with wood shingle walls covering wood clapboard. <br />ALTERATIONS: The house was originally built in 1877 and remodeled in 1915. According to the survey card, <br />aluminum storm windows have been added. COA 2015-0303A for demolition of house and garage was denied. COA <br />2016-0623 approved removal of overgrown landscaping and installation of new architectural shingle roof. COA 2017- <br />0214B approved completed replacement of basement windows with glass block, and renewed COA 2016-0623 to reflect <br />a new contractor for the roof installation. COA 2017-0706 approved removal of the existing cedar shake siding in an <br />attempt to evaluate the condition of the siding underneath; if determined by staff to be deteriorated beyond repair, the <br />proposed LP Smart siding is approved for use, approve the replacement of existing windows with the Andersen 400 <br />Series aluminum -clad windows, that match the size of the current openings, except for the oval window, demolition of <br />the rear cistern and porch and installation of new 2 -story addition; siding to be sympathetic to siding on house, to be <br />approved by staff, 6' world privacy fence on east, west, and north sides; fence on south side to be less than 6' tall in a <br />style with spaces between pickets, strike the garage and the 6' porch addition to the garage from this application to be <br />addressed on a future COA application, but allow all in-kind maintenance to garage. <br />
