STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 9 November 2016 <br />Application Number: 2016-1109 <br />Property Location: 512 N St. Joseph <br />Architectural Style/Date/Architect or Builder: Free Classic/l904/Hicks House <br />Property Owner: Dan Maloney <br />Landmark or District Designation: North St. Joseph Street Historic District <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The 2 -story rectangular plan wood frame house has a <br />cement over brick foundation, and cross gable roof with asphalt shingles. A full width porch with hip <br />roof spans the front of the home. Windows are 1/1 double -hung. <br />ALTERATIONS: Wood windows and siding have been replaced with vinyl. <br />APPLICATION ITEMS: 10' x 11' room addition on back corner of house. <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes to build a 10' x 11' addition at the <br />northeast corner of the house, with vinyl siding to match house as closely as possible. There will be one <br />double -hung window installed in the east wall, matching other existing windows in house. The current <br />exterior door will be moved to the exterior of the addition. Addition will have a shed roof, 4/12 pitch, <br />with asphalt shingles to match rear side of house, if possible, to maintain continuity on that side. (Front <br />of house has brown asphalt shingles, rear has green.) <br />PRESERVATION SPECIALIST REPORT: <br />STANDARDS AND GUIDELINES: <br />North St. Joseph Street <br />III. NEW CONSTRUCTION <br />New construction includes any new building or structure constructed within the boundaries of the historic <br />district, or any new addition to an existing building. New construction should be designed considering the <br />appearance of the other buildings in the neighborhood. <br />A. HEIGHT AND PROPORTION <br />The majority of structures in the district are two stories high and are square, rectangular, or irregular in <br />plan. There are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and <br />a 1:2 height -to -width ratio. <br />Reauired <br />The height of a new structure and its height -to -width proportions shall be consistent with adjacent <br />buildings in the district. The building height shall be no greater than that of the tallest existing structure <br />and no less than that of the lowest existing structure of the same type in the same block. Facade <br />proportions shall be established by permitting no structure with a facade wider or narrower than those <br />existing in the same block. Additions to existing buildings shall be related in height and proportion to <br />the existing structure. <br />Recommended <br />04Contemporary designs should be compatible in character and mood to the building or neighborhood. <br />-Prohibited <br />Additions may not be constructed that would change the existing facade of a building, alter its scale <br />or architectural character, or add new height. <br />
