STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: November 3, 2016 <br />Application Number: 2016-1103 <br />Property Location: 655 River Avenue <br />Architectural Style/Date/Architect or Builder: Gabled-ell/1894 <br />Property Owner: Carl Brunson <br />Landmark or District Designation: Edgewater Place <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This house is a one storey structure with an attic set upon an <br />irregular brick foundation situated on a double lot at the dead end of River Avenue. There is a tall brick chimney <br />on the west side. The exterior walls are covered with wood shingle siding and the cross gable roof is covered with <br />fiberglass shingles. The 2/2 windows and storms appear to be original to the house. The 4/1 wood windows may <br />be original to the enclosure noted in the 1933 on the Assessor's Card. The entry door may be original to the house. <br />ALTERATIONS: The Assessor Card notes that in 1933 the porch was enclosed and that there was an addition to <br />the front of the house. It also notes that there was wood siding which was covered after 1949 with the current siding <br />application. The roof has been replaced with a COA approved on November 17, 1987 with Owens Corning <br />Fiberglass shingles. The flat roof surface is covered with rolled aluminum roofing. COA 2010-1206B approved <br />6'x12' addition to northwest corner of home. This COA was extended for one year on September 29, 2014, and is <br />being applied for again with this COA application. COA 2015-0916 allowed tear off and re -roof house and garage <br />with asphalt shingles, replacement of siding to replicate original, and replacement of garage doors. <br />APPLICATION ITEMS: 6' X 12' addition to northwest corner of home per attached illustration and description <br />submitted. <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes to construct an addition to the rear of his house. <br />There will be a new concrete foundation poured (this house does not have a fiill basement) and new framing. The <br />existing siding will be salvaged and reused to cover the exterior walls. A window will be salvaged from the <br />exterior wall at the site of the new construction and placed in the new exterior wall. The extended flat roof will be <br />covered with rolled aluminum roofing and tie into the current roofing materials. <br />STANDARDS AND GUIDELINES: <br />Edgewater Place <br />III. NEW CONSTRUCTION <br />A. HEIGHT AND PROPORTION <br />The majority of structures in the district are two stories in high and are square or rectangular in plan. There are a <br />few single story bungalows. The most prevalent facade proportions are between a 1:1 and 1:2 height to width ratio. <br />Required <br />The height of a new structure and its height to width.proportions shall be_consistentwith adjacent - <br />buildings -in the district. The building height shall be no greater that that of the tallest existing structure and no less <br />than that of the lowest existing structure in the same block. Facade proportions shall be established by <br />permitting no structure with a facade wider or narrower than those existing in the same block. Additions to <br />existing buildings shall be related in height and proportion to the existing structure. <br />Recommended <br />Contemporary designs should be compatible in character and mood to the building or neighborhood. <br />Prohibited <br />Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural <br />haracter, or add new height. <br />of Recommended <br />
