IV. REGULAR BUSINESS <br />A. APPROVAL OF MINUTES <br />1. March 21, 2016 — Approved by general consent. <br />B. TREASURER'S REPORT <br />1. Location Report — Distributed. <br />C. STAFF REPORTS <br />1. Correspondence — Circulated. <br />2. Routine Maintenance Exclusion Approvals — Circulated. Staff seeking a more <br />streamlined way to handle RMEs. Staff proposed summarizing RMEs on <br />executive/deputy director's report per present policy, listing address and RME#, <br />address, and project description/disposition, but no photograph. The dates of these <br />staff reports will be changed so that they can be included in commissioner packets. <br />3. Executive Director — Distributed. Discussion: Rezoning proposal recently received <br />from Area Plan for 803 W Washington from MF1 Urban Corridor Multifamily to <br />MU Mixed Use. Staffs opinion is this use is consistent with neighboring properties, <br />and sees no conflict between mixed use zoning and local historic landmark <br />designation zoning overlay. Executive Director will relay that opinion by letter to the <br />Area Plan Commission. Shared letter from owners of Local Landmark at 614 <br />Sherman Avenue seeking support in retaining the character of the neighborhood; <br />discussion deferred until next month. Read letter of support of from Chapin Street <br />resident David Relos regarding proposed renaming of Chapin Street. Briefly <br />discussed new request from homeowner for landmark designation of the Elbel House. <br />4. Deputy Director — Distributed. <br />5. Preservation Specialist —Distributed. <br />6. Historic Landmarks — Report by Chairman Buccellato of special April 12, 2016 <br />meeting regarding 803 West Washington Street, were unanimous. Votes approved <br />adoption of the outstanding 2005 survey rating of the property, recommendation to the <br />full HPC that the Kizer House be approved for second reading, and that staff reformat the <br />property report. <br />V. OLD BUSINESS — None. <br />VI. NEW BUSINESS <br />A. INTERN/VOLUNTEER RESOLUTIONS defer to next month <br />B. LOCAL LANDMARK DESIGNATION, 803 WEST WASHINGTON STREET <br />Commissioner Anderson moved to formally adopt the Historic Landmarks Committee rating* <br />("Outstanding") for 803 West Washington (the Kizer House). Seconded by Commissioner <br />Voll. Five in favor, none opposed. Vote: 5 — 0. *City of South Bend: Historic Sites and <br />Structures Inventory <br />Commissioner Gordon moved to schedule second reading at the next meeting unless there is <br />criteria that would be unfulfilled at that time.
