Although the window size has been slightly reduced, trim has been added to give the appearance of the original opening, an <br />outcome that the owner is satisfied with. <br />PRESERVATION SPECIALIST REPORT: n/a <br />STANDARDS AND GUIDELINES: <br />EAST WAYNE STREET <br />Il. EXISTING STRUCTURES <br />C. WINDOWS AND DOORS <br />Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. <br />Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and <br />hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. <br />Recommended <br />Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If <br />new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm <br />doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of <br />canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and <br />door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and <br />door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be <br />installed. <br />Not Recommended <br />Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing <br />character or appearance of the building. <br />STAFF RECOMMENDATION: Staff recommends approval. <br />Debra Parcell, Deputy Director <br />Commissioner Buccellato moved to approve application under condition that windows be <br />reinstalled with a mullion matching the current aesthetics of the windows below. Wayne <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 31 March 2016 <br />Application Number: 2016-0329 <br />Property Location: 1105E Wayne <br />Architectural Style/Date/Architect or Builder: Tudor Revival/1925/H. Russell Stapp/Hillbert-Lontz House <br />Property Owner: Robert and Anastassia Cassady <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two story brick Tudor Revival house has the original asbestos tile on the steep <br />gable roof and paired metal casement windows: 3 x 3 lights and 4 x 4 lights. There is glass block in the south wall of the one <br />story gabled section and again at the rear of the house next to a French door. There is a picture window in the rear wall in the <br />first story. There is an attached garage with a gabled roof and dormer. The entire exterior is stucco with a half brick wall. There <br />is an additional entrance on the north side of the house toward the front with a flat roof supported by a wrought iron railing <br />system. The front door is solid wood. <br />ALTERATIONS: The picture window and glass block in the rear are not original to the house. The additional side entrance with <br />flat porch roof and wrought iron were later additions as well. COA 2013-1004 approved new roof, windows, and guttering. COA <br />2015-0501 approved driveway extension, patio installation, tree and plant installation, and fence installation. COA 2015-1005 <br />approved chimney replacement. <br />APPLICATION ITEMS: We would like to add a wooden fence to the side yard of the home and along the back portion abutting <br />the fence of a neighbor to the east of the property. The main function of this fence is safety for our children as the home is on <br />Eddy Street. <br />DESCRIPTION OF PROPOSED PROJECT: The owners have obtained a quote to install 247' of 6'high untreated cedar fence <br />(either lap board or dog ear top) in the side yard and along the back of the property. The main function of this fence is to enclose <br />this area for the safety of the owners' two young children, as the house sits primarily on Eddy Street, and the majority of the side <br />
