DESCRIPTION OF STRUCTURE/ SITE: Whitcomb & Keller built this English Cottage style house, designed by H. R. Stapp in <br />1928. It is a 2 -story frame house with wood shingle exterior, 6/1 double hung and round arch -top windows with diamond panes, <br />round arch -top wood front door, side brick chimney, and a gabled slate roof. <br />ALTERATIONS: hi 1945 an enclosed front porch was added. In 1985, a 1 -story addition was added to the rear attaching to a 2 - <br />car garage. COA 1992-0507 and 2008-0611 allowed replacement and addition to the wood fence. <br />APPLICATION ITEMS: Plug holes on porch _ Jay _sand _bed — lay 18" inch slate -like _tiles =remove -sidewalk—keep sameshapi- <br />- lay sand bed & slate -like 18" tiles, cut to the curve (steps will be covered). <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes to remove existing brick -edged concrete sidewalk, lay sand bed, <br />and install new sidewalk (without brick edging) following original footprint using 18" square slate -look pavers from Unilock. <br />Also, plug holes on porch, lay sand bed and cover porch and steps with same synthetic slate. Proposed gray slate -like material to <br />appear similar to gray slate in existing slate roof. <br />PRESERVATION SPECIALIST REPORT: June 1, 2016: 1 visited the house this morning at approximately 8:30 am to take <br />photographs of the front sidewalk and front patio flat surfaces. The front walk has an elongated "s" curve with 21" x 21" square <br />stamping and 9" brick borders. There are broken squares which are a trip hazard. The steps approaching the house have some <br />holes as well. The flat surface is 12" x 12" stamped squares with two different pours and some patchwork. The house itself has <br />original multi -colored slate tile on the roof which is a noticeable and unique feature. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have small open porches at the main entrance. Stoops and small patios also are in evidence. Of those <br />porches that have roofs, many have either hip or gable roofs or are covered by the main roof of the house. Columned porticos, <br />porches with broken pediments or turrets, and other porch forms characteristic of the Period Revival styles are also found in the <br />district. <br />Required <br />Existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, <br />shall be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Porches and additions <br />reflecting later architectural styles and which are important to the building's historical integrity shall be retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the <br />architectural or historical character of the building. <br />Prohibited <br />Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed. <br />Not Recommended <br />Original porch details should not be replaced with materials representing an earlier period or style from the original. <br />STAFF RECOMMENDATION: Staff recommends approval. <br />Deb Parcell, Deputy Director <br />Commissioner Buccellato moved to approve application as submitted. The concrete block <br />foundation has glass block windows. There is an interior brick chimney. The gable roof with wide overhang and two gabled side <br />dormers have asphalt shingles. The full -width front screen porch has a shed roof. First -floor windows are 1/1, second floor are <br />4/1, and there are divided light fixed -sash windows in the dormers and attic gables. Driveway on the south side leads to 1 -story <br />gabled garage in rear. <br />
