Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where <br />synthetic siding has been applied, window trim has been covered. Many structures in the district have aluminum storm windows. <br />Some houses retain wood framed storm windows. <br />Required <br />Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and hardware shall be <br />retained or when deteriorated beyond repair, replaced with units and trim resembling the original. <br />Recommended <br />Wood frame storm windows and doors, painted to match the original, should be used but should not damage existing frames. If <br />new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are <br />used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. <br />Prohibited <br />Original doors, windows, and hardware shall not be discarded when they can be restored and reused in place. New window and <br />door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window <br />and door features, such as aluminum and insulating glass combinations that require removal of the original windows and doors, <br />shall not be installed. <br />Not Recommended <br />Awnings, hoods or fake shutters made of metal, vinyl or fiber glass should not be used if they would detract from the existing <br />character or appearance of the building. <br />STAFF RECOMMENDATION: Staff recommends approval of storm windows, rear deck and 2nd storey siding. Staff does not <br />recommend approval of 31d storey residing because the original material does not appear to be deteriorated beyond repair; <br />additionally, the proposed replacement does not resemble the original pattern. <br />Elicia Feasel <br />Interim Director <br />On a motion by Brandon Anderson with a second by Mike Voll to approve application as <br />presented. <br />Vote: 3 — 2. <br />Tom Gordon — 21 floor has a definite need to be redone. 3`d floor, I understand the financial <br />implications of taking off that shake and having to put on new but I don't feel that this example of <br />vinyl to replicate shake is close enough to what is on the house now. <br />Tim Klusczinski — Voted in favor of the denial because I'm willing to concede a difference in <br />material for this specific property as an exception but in keeping with the standards and <br />guidelines I think it falls terribly short because of the stylistic differences proposed. <br />COA#2015-1207 Approved. The first storey is brick while the second storey is stucco <br />with moulded wood band course between the storeys. The side gable roof has asphalt shingles. There is a small segmental <br />entrance roof with moulded entablatures and Doric pilasters at the corners. The windows are 8 -light casement windows grouped <br />in fours on the first storey with soldier lintels. There are 3 -unit casements in the second storey with a pair of 3 -light casements <br />over the entrance. There are fan lights in the gables. <br />ALTERATIONS: The casement windows in the second storey are vinyl replacements. The sidelights at the entrance have been <br />replaced by wood panels. The entrance is secured by plywood. The fan lights in the gables were originally segmented. A wood <br />frame, vinyl sided garage was added with COA#2014-1201 <br />APPLICATION ITEMS: Replace all windows with Jeld-Wen W-2500 aluminum -clad casement, double -hung, and quarter round <br />per quote. Replace asphalt shingles with Certainteed architectural dimensional shingles. <br />DESCRIPTION OF PROPOSED PROJECT: The owner has been restoring the house to a single family -dwelling. COA#2014- <br />1202 approved a re -roof with Certain Teed architectural shingles; the re -roof is currently in process. The COA also approved <br />replacement of all windows with Anderson 400 Series Casement with Colonial Grid plus quarter round windows. There was a <br />
