Afternoon staff meeting with Director Feasel. <br />• 1/21/2016: Correspondence and telephone discussion with Mr. Zappia regarding <br />various legal topics. <br />• 01/22/2016 8:30A: Meeting with Director Feasel. Discussion regarding salary <br />amendment, Kizer documents and update on Deputy Director posting. <br />• 01/25/2016 11A: Staff meetings. Received letter of request to support Local <br />Landmark Designation for Kizer property by Indiana Landmarks <br />(Owner/Petitioner). <br />• 01/25/2016 7P: HPC Monthly Meeting (County -City Building; Room 1308). <br />• <br />01/26/2016 11 A: Stellar Communities; Fagade Grant Committee (HPC <br />Conference Room). Other members present: Sue Solmos and Elicia Feasel — Dir. <br />Beginning discussion about project scope, available resources and requirements <br />needed to proceed with work. Entire grant totals $8-9M. Fagade allocation <br />$600K+. North Liberty is the first Indiana community North of Wabash to be <br />awarded this grant and the first with a population under 6,000 people (Division 1). <br />• 01/26/2016 5:30P: County Council Committees' Meeting. Represented the HPC <br />in revisiting its request for Executive Director's Salary Amendment (in-line <br />transfer). Commissioner Gelfman in attendence with Executive Director Feasel. <br />Since our request was listed under general Miscellaneous Matters, I began by <br />asking for clarification to understand the specific Committee that I was <br />addressing. President Morton inferred Committee -of -the -Whole. Councilwoman <br />Hess raised the topic of the delay in resolving this matter and suggested that the <br />salary amendment be made retroactive (for the benefit of Elicia Feasel). There <br />was general consensus to support that action especially by Representatives <br />Kruszynski and O'Brien. Councilman O'Brien expressed that he did not believe <br />the salary transfer should have ever been co -mingled with Kizer topics (recalling <br />his previous Council vote in dissenting opposition that resulted in returning Bill <br />89-15 back to Committee). Committee member O'Brien moved in favor of <br />recommending Bill 89-15 with retroactive privileges. Committee voted all in <br />favor. None were opposed. None abstained. Committee member McCahill <br />inquired as to what committee just entertained the vote. I offered that the original <br />bill was entertained by the Land Use Planning Committee. <br />• 01/29/2016 4P: Brief meeting with Director Feasel regarding Indiana Open Door <br />Law and requests for information. Received a progress report on department <br />projects related to the Indiana Bicentennial (coordinated by Dir. Feasel and <br />Commissioner Hertel). <br />• 02/01/2016 IIA: Impromptu meeting at the Lafayette Building with Stan <br />Molenda — Dept. of Code Enforcement. We were joined by Director Feasel. Some <br />discussion regarding the condition and state of structural deterioration. Afterwards <br />entertained a brief meeting with Director Feasel over miscellaneous matters. <br />
