Historic Preservation Commission <br />President's Report — April 18 2015 <br />• 03/22/2015 7P: HPC Monthly Meeting (County -City Building; Room 1308). <br />• 03/28/2016: Meeting with Randy Wilkerson — Dir. Code Enforcement and Senior <br />Inspector to discuss recent problems at 417 W. Navarre St. and explore corrective <br />actions. Meeting with Ayoka Paek — Zoning Administrator regarding South Bend <br />Municipal Code reference to single - family use mandate for dwellings vacant for <br />one year. HPC Staff meeting. <br />• 03/29/2016: Meeting with lst District Councilman, Scott and Todd Zeiger of <br />Indiana Landmarks for an update on Kizer rehabilitation and planned use. <br />• 03/31/2016 9:10A: HPC Staff Meeting with Jamie Woods and Brandie Ecker to <br />discuss changes in HPC legal representation. Review meeting records for details <br />on local landmark designation procedure. <br />• 04/06/2016 11:30A: Unscheduled meeting with Randy Wilkerson for updates on <br />top five endangered, historic structures. <br />• 04/06/2016 2P: Stellar Communities; Fagade Grant Committee (HPC Conference <br />Room). Other members present: Sue Solmos and Elicia Feasel — Dir. Sue <br />presented an update for Committee expectations and authority. Work that is <br />prerequisite to the Committee assignment is expected to be completed by the fall. <br />• 04/12/2016 10A: Joined Elicia Feasel for a meeting with Code Enforcement and <br />City Legal departments regarding designated properties suffering from <br />maintenance neglect. Provided updates about 417 W. Navarre to City Legal <br />representative, Tasha Outlaw. <br />• 04/12/2016 12N (HPC Conference Room): HPC — Landmarks Committee <br />meeting. Members present: Elizabeth Hertel, Jennifer Parker, Mike Voll, Kevin <br />Buccellato — Chair. Elicia Feasel — Recorder. Purpose of the meeting was to <br />review local landmark qualifications for the Kizer House. Rating was confirmed <br />as Outstanding (City Survey 2005). Previous staff report was reviewed and <br />adopted. Committee endorses Kizer as a landmark candidate on the basis of <br />historical and cultural significance, educational value and suitability for <br />preservation. <br />• 04/13/2016 9:30A: After receiving a call from Commissioner Gordon concerning <br />construction work at Leeper Park (NW and SW), I made a site visit, took pictures <br />of the work in progress and alerted staff. <br />• 04/14/2016 2P (417 Navarre St.): Chance meeting with SBPD officers called to <br />investigate the site. Discussed recent criminal activity involving the house. <br />Advised SBPD on City Legal and Code efforts to correct property neglect. <br />
