STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />-- Date:' 18 April 2016, 21 April rev. <br />Application Number: 2016 -0401 <br />Property Location: 841 Park Avenue <br />Architectural Style/Date /Architect or Builder: T- Plan/1890Berger House <br />Property Owner: Cole Hay <br />Landmark or District Designation: Chapin Park <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The 2 story frame house with a south bay has an irregular <br />plan set upon a brick foundation. It has a cross gable roof with moulded rake and 3 -tab asphalt shingles. <br />There is a small shed dormer on the central gable. The windows are nine -light casements in the front with <br />3 light transoms. The bay has 9/1 double hung wood windows. The front door is a wood panel door from <br />the 1916 re -model with round light and arched lintel and decorative metalwork and hinges. There are <br />some original wood storm windows and aluminum storm windows. <br />ALTERATIONS: The fagade of the house was remodeled into a cottage style from a T plan with curved <br />side wraparound porch and Doric columns above the knee wall. The 1/1 double hung windows were <br />replaced with casements in the front and 6/1 in the rest of the house. The bay area was added in 1916 <br />with 9/1 windows. The original wood roofing shingles have been replaced with asphalt shingles. The <br />metal awning over the front entrance noted in the 1987 survey card has been removed and a new porch <br />overhang is under construction with COA 2010- 1001A. The aluminum storm windows are modern <br />additions. The roof was replaced with COA 2010 -1001A <br />APPLICATION ITEMS: Proposed (A): completion of front porch per all original approved <br />specifications (see drawing). Currently: exterior trim in poor condition (see photos). Proposed (B): <br />replace with new Plygem trim, a superior wood substitute, matching the original (see brochure). <br />Currently: exterior siding in poor condition (see photos). Proposed (C): replace with new 6" beveled <br />cedar lap siding, same material & size as original. Currently: windows in very poor condition (see <br />photos). Proposed (D): replace with Pella Proline 450 Series double -hung, casement and fixed transom <br />windows with 7/8" simulated divided -light (SDL) grilles (see brochure). Currently: front door weather <br />damaged beyond use (see photos). Proposed (E) replace with an oak door matching the original, hand <br />crafted by Dovetail Joint, who do many of the exterior doors at Notre Dame, and using the original <br />hardware. Proposed (F): construct 2 masonry post columns with curved end fencing, defining the <br />property (see drawing). Post columns to match masonry post column on front porch. See attached <br />description of work. Applicant has provided examples of "previously approved projects" in the <br />neighborhood that relate to the type of projects proposed. <br />DESCRIPTION OF PROPOSED PROJECT: The owner proposes (A) to complete the front porch by <br />installing brick porch and steps, brick half column topped with half post column, new door with original <br />hardware, and gutter. The door is currently being built and stained, and porch roof framing and trim have <br />been completed. The original COA 2010 -1001A was renewed in 2013 and 2014. The overhang has been <br />constructed but the proposed brick stoop and step with composite Doric Column. The replica front door <br />has not been installed B: replacing all wood trim on the house with Plygem, a cellular PVC product; the <br />front gable trim is already complete. Proposed D: replace all existing wood windows with Pella Proline <br />450 Series aluminum exterior -clad wood windows. Window replacement in the front is complete. <br />Proposed F: Construct 2 masonry post columns to match the masonry post column on front porch, to be <br />used as part of a corner fence to define and enhance the front corners of the property.
