JOSEPH COUNTY <br />HISTORIC LANDMARKS COMMITTEE <br />April 12, 2016 <br />HPC Conference Room <br />125 S. Lafayette Blvd. <br />South Bend, IN 46601 <br />Open door notices for this Special Meeting were posted by April 8, 2016. <br />I. CALL TO ORDER <br />Kevin Buccellato called the meeting to order at 12:02 p.m. <br />Members Present: Kevin Buccellato, Tim Klusczinski, Mike Voll, Jennifer Parker, Elizabeth <br />Hertel <br />Staff Present: Elicia Feasel, Director <br />Members of the Public Present: Todd Zeiger, Paul Cholis <br />H. FURTHER REVIEW FOR LOCAL LANDMARK DESIGNATION: 803 WEST <br />WASHINGTON <br />Follow protocol with respect to local landmark designation following procedure as drafted by <br />Legal Counsel. <br />Rated Outstanding in 2005 South Bend Sites and Structures survey. Rating is verified. <br />Criteria for designation: 1) historic and cultural significance, 2) educational value, 3) suitability <br />40 for preservation <br />1. Historic and cultural significance: Significant to local history and architectural history. <br />Kizer important member of the city. One of only a few Romanesque style in the city. Site <br />has been highly altered with a majority of it being paved with concrete, except for an area <br />west of the drive and a small strip of grass and trees along Martin Luther King Drive. <br />Alterations predate 2005 survey rating. <br />2. Educational value: huge potential for the new owners to engage the public in educational <br />opportunities. Good resource for studying the history of American architecture, as this is a <br />pattern book example of Romanesque Revival architecture. <br />3. Suitability for preservation: construction materials of building make suitability for <br />preservation outstanding for the entire site, including carriage house in the rear. <br />Clarified that HPC would be the review board for COAs, using the Group B Standards. <br />Public Comment: <br />Todd Zeiger, representative of owner Indiana Landmarks, available to answer questions about the <br />property. Clarified interior and site details including intention to restore the yard. Studying the <br />connection to this house with Henry Ives Cobb who designed National Historic Landmark <br />Tippecanoe Place which came first, Kizer second, the Oliver Mansion third. One of the best <br />Romanesque structures in town. <br />Paul Cholis attorney for Jim Bognar, who is next door to the Kizer House, requested copy of the <br />Local Landmark Designation Proposal. <br />
