STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 5 October 2015 <br />Application Number: 2015-0917 <br />Property Location: 824 Park Avenue <br />Architectural Style/Date/Architect or Builder: Gabeled-ell/1890 <br />Property Owner: Jason Springs <br />Landmark or District Designation:. Chapin Park <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The house is a two storey with exterior walls clad in <br />aluminum and vinyl siding set upon an irregular brick foundation. The cross gable roof is covered with <br />asphalt shingles. There is a dormer on the central gable with a wide soffit overhang. There is a full width <br />front porch with corner brick piers and brick rail with concrete cap; half of the porch is enclosed. The <br />porch windows are 6/2 double hung, 8/1 in the first storey front and 1/1 on the rest of the house. The <br />front door is wood panel with long single light. <br />ALTERATIONS: There was a 1924 addition to the home in the rear. There is aluminum and vinyl <br />siding, There are vinyl shutters on the second storey window. All of the windows appear to be <br />replacement windows. There is a large window and doorway on the north side filled in with glass block, <br />the basement windows have glass blocks as well. Roof was replaced in 2011. <br />APPLICATION ITEMS: Remove existing siding and install new LP Smartside. Currently there is <br />aluminum siding installed over sections of the remaining original lap siding. To our knowledge, the <br />original lap wood siding is beyond being able to be restored. There are sections where there is no lap <br />siding remaining. There is also an addition to the rear of the house that was covered in vinyl siding. We <br />are proposing to remove all exiting vinyl and aluminum siding and install new LP Smartside trim and <br />siding. Preservation Specialist confirmed three existing reveals, 8", 6" and 5" but was unable to examine <br />the clapboard siding underneath, please see report. <br />DESCRIPTION OF PROPOSED PROJECT: The Commission approved COA#2010-0405 to "repair <br />and/or remove aluminum siding to determine cause of damage and put back the removed aluminum. The <br />homeowner may come back to the Commission with specific options to replace the siding or to repair and <br />paint." At this time, Home Works Construction has determined that the original clapboard is beyond <br />repair and that there are sections of the house where there is no "lap" siding underneath. They propose to <br />remove existing aluminum and vinyl siding from the entire house and to install LP Smartside with a 6" <br />reveal. They will leave any existing crown on the front and side windows and will trim all other windows <br />in 4" LP Smartside, all painted to match. Existing soffits and fascia will be painted. <br />STANDARDS AND GUIDELINES: Chapin Park <br />II. EXISTING STRUCTURES <br />A. BUILDING MATERIALS <br />Original exterior building materials in the district include brick, stucco, clapboard, wood shingles, and brick or <br />stone masonry. In some instances, vinyl, composite and aluminum siding have been applied over the original <br />material. <br />Required <br />Original exterior building materials shall be retained when possible. Deterioration of wood materials shall be <br />prevented through repair, cleaning and painting. The existing architectural detail around windows, porches, doors <br />and eaves shall be retained or replaced by replicas of the same design when deteriorated beyond repair. Masonry, <br />
