CERTIFICATE OF APPROPRIATENESS <br />1. 1238 East Wayne Street COA#2015-0702 East Wayne Street <br />Representation by Chris Elmerick, HomeWorks <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2015-0702 <br />Property Location: 1238 East Wayne Street South <br />Architectural Style/Date/Architect or Builder: Colonial Revival/1963 <br />Property Owner: Donna and Michael Pangbum <br />Landmark or District Designation: East Wayne Street <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The Colonial Revival Home is a two storey frame construction with an L plan that <br />is aluminum sided. It has a three bay fagade with 6/6 upper level and 9/9 lower level double hung vinyl windows and louvered <br />shutters. The front entrance is recessed with pilasters and broken pediment. The gable roof has asphalt shingles. There is a one <br />storey gable wing on the west side with board and batten siding and 9/9 double hung windows. <br />ALTERATIONS: All of the windows are replacement windows. The roof was replaced in 2011 (COA201 I-1011) . <br />APPLICATION ITEMS: Residing house and installing insulation. <br />DESCRIPTION OF PROPOSED PROJECT: Homeworks proposes to remove the current aluminum side and the builder. <br />board on the entire house. They will blow in Owen Corning Insulation (see product brochure) and install a visqueen moisture <br />barrier. The house will be sheathed with OSB plywood and wrapped Lowes standard house warp. The wood window frames will <br />be wrapped and trimmed with aluminum sheet. The siding will be replaced with 8" LP SmartSiding horizontal siding in "Quiet <br />Willow" with 4 " white trim on corners. (See product brochure) The shutters will be reset along with the exterior light, attic vent, <br />exterior door, gutters and downspouts. <br />STANDARDS AND GUIDELINES: East Wayne Street: <br />II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District include limestone, <br />flagstone, stucco, clapboard, wood shingles, sandstone and masonry block. In some instances, vinyl or aluminum siding have <br />been applied over the original surface. <br />Required Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through <br />repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and eaves should be <br />retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry including brick, <br />limestone, flagstone, sandstone and stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and <br />shall be done with a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle brushes. <br />When repairing stucco, stucco mixture compatible in composition, color and texture shall be used. <br />Recommended Whenever possible, the original building materials should be restored. Metal or vinyl siding may be used when it <br />is the only alternative to maintaining or replacing the original surface material. When used over wood surfaces, this siding should <br />be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, <br />cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when metal or vinyl <br />
