Cunningham of Troyer Group <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 12 January 2015 <br />Application Number: 2015-0112 <br />Property Location: 14309 Adams Road <br />Architectural Style/Date/Architect or Builder: 1847/upright and wing Greek Revival <br />Property Owner: Diana and Ronal Snyder <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Metzger House is two storey plus attic Greek Revival house with a one and <br />half storey wing to the side with an addition the side rear has yellow brick common bond walls. The main house is set upon a <br />stone foundation. The roof has gable returns and a wide continuous cornice and is covered with asphalt shingles. There is a fan <br />vent in the front gable above the cornice with the construction date. The windows are 6/6 wood double hung with stone sills. The <br />front door is flanked by sidelights, the entrance has a gabled roof supported by four fluted Doric wood columns. <br />ALTERATIONS: The roofing materials are not original to the house. The enclosed porch, covered walkway and three stall <br />garage were added to the rear and side of the house with COA2004-00315-2. The privacy fence surrounding the brick <br />courtyard/patio was installed with COA2008-0507. <br />APPLICATION ITEMS: Please see attached narrative, site plan and figures. The Troyer Group (engineer) is submitting this <br />COA Application on behalf of St. Joseph County Engineering, Friends of Granger Paths (project sponsors) and Diana and Ronald <br />Snyder (property owners). <br />DESCRIPTION OF PROPOSED PROJECT. To install a multi use 10 foot concrete path along Adams Road in the right of <br />way 90' from the front of the house as part of the Phase lb/lc Granger Paths Project. Three maple trees near the right-of-way <br />must be removed to accommodate the path and avoid a utility pole. These trees will be replaced with `Bowhall Maples", two <br />(A&B) will be located in similar locations in the front lawn; the replacement for Tree C will be on the opposite side of the <br />driveway. <br />STANDARDS AND GUIDELINES: <br />The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or <br />addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general <br />cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements <br />include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the <br />
