PRESERVATION SPECIALIST -INSPECTOR SERVICES CONTRACT <br />THIS AGREEMENT entered "into effective the 1st day of January, 2016, by. and <br />between the Historic Preservation Commission, governing body of the Historic Preservation <br />Commission of South Bend and St. Joseph County, Indiana, organized and operating pursuant to <br />joint ordinances adopted by the Common Council of the City of South Bend, Indiana and the St. <br />Joseph County Council (the "HPC"), and Steve Szaday (the "Inspector"), for part time services <br />to be performed by the Inspector: <br />WHEREAS, the HPC is established with the purpose to preserve and protect historic <br />structures in South Bend and Saint Joseph County, Indiana; and <br />WHEREAS, the Inspector has the training, knowledge, experience and expertise to serve <br />as the HPC's inspector of historic landmarks and of structures within historic districts; and <br />WHEREAS, the HPC desires to hire the Inspector to perform certain services as more <br />fully set forth herein; and <br />WHEREAS, the Inspector is willing to provide those services upon the terms and <br />conditions set forth herein. <br />NOW, THEREFORE, the HPC and the Inspector agree as follows: <br />1) The Inspector will perform the following services for the HPC as needed or requested by <br />the HPC: <br />a) Inspect all Local Landmarks and Historic Districts on a regular basis, looking for <br />any unauthorized alterations, repairs, renovations, removals or additions. This <br />includes buildings, structures, natural landscape items and man made landscape <br />items. <br />b) Inspect properties that have received a Certificate of Appropriateness to ensure <br />that the work being done complies with the terms of the Certificate as approved. <br />c) When needed, assist the HPC staff in reviewing new applications for a Certificate <br />of Appropriateness. <br />d) Contact the Building Department to have "Stop Work Orders" placed on any <br />projects that are in violation of proper HPC authority or a Certificate of <br />Appropriateness. <br />e) Document all violations in writing and with photographs, and submit this <br />documentation to the HPC Executive Director or Deputy Director for further <br />process. <br />f) Keep complete records of all inspections, as well as complete time logs for <br />services rendered to the HPC. The time logs shall be submitted on a regular basis <br />for purposes of payment for inspection services rendered. The Inspector shall <br />provide a monthly report to the HPC of activities for the prior month. <br />g) Inspect designated properties for compliance with the minimum maintenance <br />standards established by the HPC, discuss violations with the HPC staff, and, if <br />
