J' <br />,.4 <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 7 December 2015 <br />Application Number: 2015-1207 <br />Property Location: 539 Riverside Drive <br />Architectural Style/Date/Architect or Builder: Free Classic/1903/Hammond & Whitcomb <br />Property Owner: Troy Hanyzewski <br />Landmark or District Designation: River Bend LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The house is a Free Classic, four-square plan, two stories <br />built in 1903 by real estate developers Hammond and Whitcomb that is raised above street level. The <br />foundation is raised brick; the siding is brick on the 1St storey, wood clapboard on the 2d storey with a <br />flared string course and wood shingle on the 3d. The roof is a hip with an asymmetrical gabled roof <br />dormer and is covered with asphalt shingles. The windows are 1/1 and 3/1 double hung with aluminum <br />storms. A front porch has a hipped roof, square wood supports, and concrete decking and wing walls. <br />There is a wood 2d storey deck in the rear with a small shed roof addition underneath. <br />ALTERATIONS: A complete tear -off and re -roof with asphalt shingles, ice shield, gutters and <br />downspouts was completed with COA42008-0115. Asphalt siding was removed with COA#2013-0805A <br />and correction to the size of the front entry storm door. The second storey wood deck structure and stairs <br />in the rear was added to accommodate 'an upstairs rental unit and has been replaced in-kind. Aluminum <br />storm windows are installed. <br />APPLICATION ITEMS: A. Replace existing aluminum storm with new. B. Addition of exterior deck. <br />C. Reside upper portion with historical cedar shake look (vinyl siding) second level with 4" vinyl. <br />DESCRIPTION OF PROPOSED PROJECT:, New owner originally proposed to replace the original <br />windows but has updated the request to replace only the existing aluminum windows, in-kind; add an <br />exterior deck in the rear with similar style as new 2nd storey deck; and add new vinyl siding to the upper <br />stories to resemble the look of the cedar shake and wood clapboard. A. Owner will be rehabilitating the <br />original wood double hung windows and proposes to install the new storm windows to replace the <br />existing which are deteriorated and missing most of the glass. B. Owner proposes a new deck on the <br />ground level in the rear that will fit directly underneath the new 2,d storey deck posts and will connect to a <br />freestanding existing concrete stair (evidence that a landing existed here at one point). Material will be <br />treated lumber. A rail will be installed on three sides in the same style as the upper deck. C. The asphalt <br />siding removal by l't Source Bank in 2013 revealed the original siding as brick 1', wood clapboard 2nd <br />and cedar shake 3rd. Minor repairs were made at that time including improper flashing and a fresh coat of <br />interior paint to the siding. The existing siding is in need of major repairs as can be seen in the <br />photographs. Owner has provided samples of the proposed vinyl siding. The 2nd storey to show a 4" <br />reveal, similar to the existing clapboard and the Yd storey to resemble cedar shake but in a slightly <br />different pattern than the existing saw tooth pattern. <br />PRESERVATION SPECIALIST REPORT (EDITED): Upon inspection the windows are not <br />deteriorated beyond repair as suggested by the standards and guidelines. Rather, there needs to be some <br />new glazing applied and some new ropes installed. A number of the upper sashes are painted in place but <br />are not fully closed. There are aluminum track storm windows on the house, but many of the sashes are <br />missing. The siding on the second floor and the dormer reveals are the areas that the owner would like to <br />add insulating house wrap and vinyl siding. The second floor clap -board has a varying 3 Y2 to 4" reveal. <br />
