Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If <br />new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm <br />doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of <br />canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and <br />door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and <br />door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be <br />installed. <br />Not Recommended <br />Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing <br />character or appearance of the building. <br />III New Construction <br />B. Building Materials <br />Not Recommended: Glass blocks should not be used. Concrete block should not be used for anything other than foundations. <br />STAFF RECOMMENDATION: Staff recommends approval of the glass block windows in the foundation as glass blocks are <br />not recommended for new construction in the East Wayne Street Guidelines. Also, the foundation windows are not visible from <br />the street as they are obscured by landscaping and the architecture of the house. There are a number of properties in the East <br />Wayne District that have glass block foundation windows: 1209 E. Wayne North, 1319 East Wayne North and 1618 East Wayne <br />to mention a few. These glass block windows are not noted on the 1986 survey cards for these residences nor are there <br />applications for and approvals of glass block windows in their files. <br />C.D. There is a flare at the belt course. The full width front porch has a concrete foundation <br />and flat roof supported with round posts. The windows in the house are 1/1 double hung wood with some louvered on the north <br />side at rear. The hipped roof is covered with asphalt shingles. There are three hipped dormers. <br />ALTERATIONS: There is artificial siding installed and aluminum storm doors. Some of the windows are not original. <br />APPLICATION ITEMS: Remove exterior siding exposing original siding. Install new double 4" vinyl siding. Existing soffits <br />and fascia keep intact. Replace all exterior window trim with new vinyl trim. Repair and replace gutters and downspouts as <br />needed. Replace all existing exterior wooden double hung windows with new energy efficient vinyl replacement double hung <br />windows. Replace existing louvered windows in rear of house with vinyl double hung windows. Install 12'x12' wolmanized <br />lumber promenade deck off the rear entry of house with stairs down to back yard.(See attached rendering for dimensions and <br />materials)Replace front door with square glass panel door. Replace basement windows with sliding windows. <br />DESCRIPTION OF PROPOSED PROJECT: This is a property that has been on HPCs watch list since as early as 2001 and has <br />code violations with South Bend Code Enforcement since 19 August 2013. New owner IQ Properties intends to "rehabilitate <br />home to current like new standards of homes on historic Riverside Drive while maximizing efficiencies in cost, labor, time and <br />energies. Plan is to use all new material and/or restoring existing salvageable materials. We would like to complete this work <br />ASAP in order to minimize neighborhood disruption." <br />Inspection Report provided by Steve Szaday, Preservation Specialist: <br />"On October 31, 2014 I met with Derek the project manager for 609 Riverside Drive at the property to discuss his Certificate of <br />Appropriateness Application. I walked around the house and took pictures of both the windows and the current siding situation. <br />Windows: After an exterior inspection only, I feel confident that 75% of the windows should be replaced. The original wood <br />storm windows that are present have the glass completely falling out as a result of missing glazing and or weep holes trapping <br />moisture inside. I noticed that several of the windows have been nailed shut. There is rot along the lower rails in almost all the <br />second floor windows visible from the ground. The windows in the best condition would be the three -bay windows in the front <br />
