CALL TO ORDER <br />President Klusczinski called the meeting to order at 7:04 p.m. <br />Members Present: Timothy S. Vote: 5 — 0 <br />II. PUBLIC HEARING <br />A. CERTIFICATE OF APPROPRIATENESS <br />1. 1417 East Wayne Street COA#2014-1014B East Wayne Street <br />Representation by Karen Hickey, owner <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2014-1014 B <br />Property Location: 1417 East Wayne Street <br />Architectural Style/Date/Architect or Builder: Tudor Revival/I929/H.R. Stapp <br />Property Owner: Estate of Rosemary Hickey, Karen Hickey, Trustee <br />Landmark or District Designation: East Wayne Street <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Tudor Revival house is a 2 storey frame on an irregular plan. It has a gable roof <br />with several cross gables, half-timber rake trim is covered in asbestos tile shingles. The body of the house is mainly brick with a <br />half timbering and stucco in the front gable that also has a square bay and stucco in the entry gable that has a round arched entry <br />door with diamond pane glass and brick tabbing at the door surround. There are original windows with paired 6 light casement <br />windows with four light fixed transoms on the first floor. There are wood replacement casement windows on the second floor. <br />Some of the windows have brick header course sills. <br />ALTERATIONS: Portions of the roof were replaced in-kind in 1988. There are 1 Iwood replacement casements on the second <br />floor approved in September 1994. The rear porch was enclosed. The tennis court is a later addition. <br />APPLICATION ITEMS: The Trustee "may consider installing glass block in the basement windows, so we may need you to <br />consider that as well" <br />DESCRIPTION OF PROPOSED PROJECT. The Trustee consulted with Dan Henry of Slatile to evaluate the exterior of the <br />house. In his report dated October 24, 2014 he noted that the condition of the steel lintels was poor and failing over <br />approximately 75% of the window openings, including the basement windows. The Trustee is making the repair of the steel <br />lintels in-kind and would like to replace the foundation glass windows with glass block windows. <br />STANDARDS AND GUIDELINES: East Wayne Street: <br />C. WINDOWS AND DOORS <br />Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels <br />Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and <br />hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. <br />Recommended <br />
