According to survey card, there are tall narrow paired 1/1 double hung windows. <br />ALTERATIONS: Mastic replacement siding that is installed down to the earth covering the foundation, artificial "stone" veneer <br />on front first storey, some vinyl replacement windows, aluminum storms on most windows, plastic shutters of inappropriate and <br />mismatched sizes, replacement metal doors, original porch may have been removed (according to survey card), two concrete <br />porch stoops with wood 2 x 4s supporting roofs, a large addition onto rear and side transforming into a duplex with a flat roof, <br />plywood over every opening. <br />APPLICATION ITEMS: Dutch lap siding applied directly of existing mastic siding. Remove existing vinyl siding replace with <br />new. Replace existing double hung windows with vinyl Alside double hung windows. Wrap existing windows with aluminum. <br />Install frieze boards and comer boards. Install new 6 panel doors 5 openings. Install trim around front doors. Install <br />vinyl/aluminum soffit/fascia. Install loadbearing fiber cement columns on front porch. <br />DESCRIPTION OF PROPOSED PROJECT: 1402 —1404 Land Trust recently purchased this property and is working with a <br />Code Enforcement ruling that originated as a demolition order that is now modified to a repair order (04 —109) with all exterior <br />repairs to be completed by 10/31/14 and interior repairs 5/9/14. As a vacant and abandoned property, it has been neglected and is <br />quite deteriorated. Other than some wood windows, there is next to nothing original left of this property and those materials have <br />exceeded their useful life. Owner has applied for all the relevant application items to meet the Code ruling by deadline and has <br />been working with HPC Staff on the specific details. HPC has in its file, COA#2002 — 0607B, an approval to replace all windows <br />in the house (with conditions) and for new siding (no specifics), that was never executed. RME#2014 — 0430 was issued to allow <br />new dimensional asphalt shingles to be installed. <br />Staff has advised owner that the preferred solution would be to remove the existing artificial siding and evaluate repair of the <br />original siding, however, with the Code ruling/deadline and the uncertainty of the condition of the siding underneath the mastic, <br />this would not be feasible. Regarding the existing windows, it was hard to tell which ones were wood and which were replaced <br />with vinyl because there is plywood over some windows. From the exterior observation, the windows that are not covered in <br />plywood have deteriorated, including completely rotted sills and trim. Additionally, the aluminum storm windows were likely a <br />product of the 1970s and it is my assumption that none of the windows have been maintenance since at least the time of storm <br />installation, approximately 30 — 40 years ago. Upon reviewing the application items and performing a site visit, the application <br />items seem to be an acceptable solution to put this property back into use. At least four properties in the immediate vicinity <br />within the district are finished in vinyl siding. The addition of frieze and corner boards and trim around doors is an effort to <br />reintroduce architectural detail into areas where the original version of this house may have had them. <br />Additional work is expected to occur under Routine Maintenance Exclusion, ie: removing mastic siding up to reveal brick <br />foundation, repointing and sealing. <br />STANDARDS AND GUIDELINES: <br />II. EXISTING STRUCTURES <br />A. BUILDING MATERIALS <br />Wall materials in the District range from brick, clapboard, decorative shingles and asphalt and asbestos siding to aluminum <br />siding. In the majority of cases the aluminum siding has been applied over the original clapboard. <br />Required <br />Original exterior building materials shall be retained. Deterioration of wood materials shall be pre- <br />vented through repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and <br />eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry <br />structures shall be maintained, repointed and properly cleaned when necessary. Masonry shall be cleaned only when necessary to <br />halt deterioration or to remove stains and shall be done with the gentlest method possible, such as low pressure water and soft <br />
