CALL TO ORDER Vice President Niezgodski called the meeting to order at 7:00 p.m. Members Present: Thomas Gordon, Mike Voll, Brandon Anderson, Jerry Niezgodski, Lynn Patrick, Kevin Buccellato (arriving at 7:06 p.m.) Members not in attendance: Timothy S. Klusczinski, Dave Steinhauer, Javier Aguilar Staff Present: Larry Meteiver, Legal Counsel; Catherine Hostetler, Director; Elicia Feasel, Assistant Director, Steve Szaday, Preservation Specialist/Inspector Members of the Public Present: Ann Carol Nash, Stan Molenda, Jason Miller On a motion by Lynn Patrick with a second by Thomas Gordon amend the agenda to add under new business, Intern Resolutions. Vote: 5 — 0 II. PUBLIC HEARING A. CERTIFICATE OF APPROPRIATENESS 1. 327 West Madison COA#2014-0414 Chapin Park Representation by Stan Molenda, Owner and Ann Carol Nash, Legal STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: May 8, 2014 Application Number: 2014 — 0414 Property Location: 327 West Madison Architectural Style/Date/Architect or Builder. American Foursquare/1910 Property Owner: Stanley Molenda Landmark or District Designation: Chapin Park Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The property is a two storey American Foursquare house with a rectangular plan set upon a brick foundation. Roof is hipped with a front hip dormer all finished in asphalt shingles. A full width front porch is supported by Doric columns set upon brick piers. Windows are wood 1/1 double hung. Dormer has three grouped fixed sash windows. The front door is wood panel with a large single light. ALTERATIONS: Aluminum storm windows and storm door have been added. Asbestos shingle siding has been installed. The wood rail of the porch is not original. APPLICATION ITEMS: Demolish house. DESCRIPTION OF PROPOSED PROJECT: Demolish house and haul away debris, remove basement; fill in site level and landscape with grass. STANDARDS AND GUIDELINES: Chapin Park Local Historic District V.GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Staff recommends approval since the house has deteriorated to the point that it is unsafe to enter. C.D.
