CALL TO ORDER <br />Vice President Niezgodski called the meeting to order at 7:00 p.m. <br />Members Present: Thomas Gordon, Mike Voll, Brandon Anderson, Jerry Niezgodski, Lynn <br />Patrick, Kevin Buccellato (arriving at 7:06 p.m.) <br />Members not in attendance: Timothy S. CERTIFICATE OF APPROPRIATENESS <br />1. 327 West Madison COA#2014-0414 Chapin Park <br />Representation by Stan Molenda, Owner and Ann Carol Nash, Legal <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: May 8, 2014 <br />Application Number: 2014 — 0414 <br />Property Location: 327 West Madison <br />Architectural Style/Date/Architect or Builder. American Foursquare/1910 <br />Property Owner: Stanley Molenda <br />Landmark or District Designation: Chapin Park <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The property is a two storey American Foursquare house with a rectangular plan set <br />upon a brick foundation. Roof is hipped with a front hip dormer all finished in asphalt shingles. A full width front porch is <br />supported by Doric columns set upon brick piers. Windows are wood 1/1 double hung. Dormer has three grouped fixed sash <br />windows. The front door is wood panel with a large single light. <br />ALTERATIONS: Aluminum storm windows and storm door have been added. Asbestos shingle siding has been installed. The <br />wood rail of the porch is not original. <br />APPLICATION ITEMS: Demolish house. <br />DESCRIPTION OF PROPOSED PROJECT: Demolish house and haul away debris, remove basement; fill in site level and <br />landscape with grass. <br />STANDARDS AND GUIDELINES: <br />Chapin Park Local Historic District <br />V.GENERAL <br />A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is <br />the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as <br />historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation <br />Commission for safekeeping and future reference. <br />STAFF RECOMMENDATION: Staff recommends approval since the house has deteriorated to the point that it is unsafe to <br />enter. <br />C.D.
