HISTORIC PRESERVATION COMMISSION <br />PRESERVATION SPECIALIST REPORT <br />May 18, 2014 <br />Hello Commission! <br />The lights are on and we are here! We are glad to be up and running with the <br />power restored. It looks like there are a few folks that forgot that a COA and a permit is <br />required for exterior work on a property in a historic district. They are aware now. <br />801 Park Ave <br />516 N St Joseph <br />1524 East Wayne <br />With all of the damage we endured from this very difficult winter I have noticed <br />there is a lot of gutter damage in many districts. Just as a friendly reminder to <br />homeowners, I have developed a little card/form to let them know that these issues need <br />to be addressed. I will leave a copy at the property as well as in the file for the office to <br />reference. We are hoping to give homeowners an opportunity to correct these issues <br />before we get code involved. Please see example attached. Several of these have already <br />gone out today, <br />Since I mentioned code enforcement I have turned over to them several houses in <br />Edgewater. These houses had friendly reminders via my business card last year yet <br />nothing has been done to correct the issues. <br />718 Arch ... missing or dangling gutters <br />722 Arch ... gutters just gone <br />740 River ... gutters rusted through, no <br />downspout pipes, porch coming off <br />There are also issues with 971-973 Riverside Drive and their alterations of the <br />expired COA #2012-0703. See file. <br />I am also concerned by the lack of progress by Mr Hay at 841 Park Ave. The <br />addition of the porch over the front door has not seen any movement since his COA was <br />approved 08/20/2013. This has been his MO each time he gets a COA. I suggest that <br />when he needs to have this extended that a strict date is set and the need to reapply also <br />enforced if the work is not completed by such time. <br />I know how much each of you love my endless banter about the demolition <br />program in South Bend, but this time it affects the Commission at its very core. 1631 <br />Lincoln Way West is a South Bend Local Landmark. Last year I attended a Code <br />Enforcement hearing in which the officers and inspectors sought to confirm an order for <br />demolition. At the time of the hearing, I reminded code enforcement that the property <br />was a landmark and that a COA application must be completed and the HPC must <br />approve the demolition before that happened. Brian Haygood the chief inspector at the <br />time confirmed he was aware of the process. Although this office received paperwork for <br />grant money to demolish this building, the director did not forward it completed as we <br />had not received an application for a COA nor was it approved. Fast forward to May 5, <br />2014, 1 was talking to a code inspector about getting that reboarded as I noticed that the <br />window boards on the second floor were missing. He was surprised that I was unaware <br />
