South Bend Redevelopment Commission
Regular Meeting - October 3, 1997
5. OLD BUSINESS (CONT.)
a. continued....
Ms. Schwartz asked Ms. Ligon if any
violations were recorded during the July 22,
1997 inspection of 445 S. Meade.
Ms. Schwartz also asked Ms. Ligon what
the requirements are for a house to be
considered up to standard. Ernestine Ligon
stated that a full -home inspection is
conducted and is recorded on a standard
inspection form; if no violations are found
during the full -home inspection, the house
would be considered up to standard. Mrs.
Kolata asked if a house can pass an
inspection if a small number of minor
violations are found. Ernestine Ligon
stated that was not likely, unless the
violations found are very minor, but
normally the house must pass an inspection
with no violations to be considered up to
standard.
Ms. Schwartz asked Ms. Ligon if the
July 22, 1997 inspection showed that the
1993, 1994, 1995 and 1996 violations were
corrected. Ernestine Ligon stated that they
were.
Mrs. Kolata noted that Timothy Hancz
brought the property up to code so that it
could be sold. Ms. Auburn asked who
would receive the benefit of the Certificate
of Waiver. Mrs. Kolata stated that Mr.
Hancz would receive the forgiveness of the
Waiver, but ultimately the ten percent
forgiveness would be reflected in the
purchase price of the property.
H:\ HOME\ CPHIPPS \WPDATA \COMMSN\100397.MIN -4-
