CERTIFICATE OF APPROPRIATENESS <br />1. 605 Portage Ave COA#2013-1223 Chapin Park <br />Representation by Rick Kayser, contractor from 3D Structural Solutions <br />Continued from the January 31 meeting. <br />On a motion by Jerry Niezgodski with a second by Kevin Buccellato to approve with the <br />amendment for the concrete porch deck to be tinted and hand floated as part of the finish and that <br />the porch be documented by HPC Staff before work begins. <br />Vote: 6 — 0 Unanimous. <br />COA#2013-1223 Approved. <br />2. 701 Lincoln Way East COA#2014-0207 Edgewater <br />Representation by Stanley J. Molenda, Field Inspector for City of South Bend <br />Department of Code Enforcement <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 12 February 2014 <br />Application Number: 2014-0207 <br />Property Location: 701 Lincoln Way East <br />Architectural Style/Date/Architect or Builder: Whitcomb & Keller/American Four Square/1919 <br />Property Owner: Abandoned Property -Thomas Capers <br />Landmark or District Designation: Edgewater LHD <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This 2 storey plus attic frame house was constructed on a square concrete foundation. The walls are <br />covered with brick patterned Insulbrick. The hipped roof has hipped dormers and is covered with asphalt shingles. The porch roof is supported <br />by square brick columns with brick piers with stone caps and brick walls. The windows are 1/1 double hung with aluminum storm windows. <br />ALTERATIONS: The roof and Insulbrick are not original to the house which has been burned out from a fire. <br />APPLICATION ITEMS: Demolition of fire damaged residential structure and shed. <br />DESCRIPTION OF PROPOSED PROJECT. Demolition of the buildings. <br />STANDARDS AND GUIDELINES: <br />V.GENERAL <br />A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only <br />alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is <br />encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future <br />reference. <br />
