Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, gambrel, flat, and <br />combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as <br />clay tiles. Residences in most cases have wood facias with gutters and downspouts. The facias of some vinyl or aluminum sided <br />houses are covered with the same material. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character <br />shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. <br />Recommended <br />Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain <br />materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is <br />deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, <br />size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the <br />structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural <br />period. <br />Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural <br />features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of <br />architectural features important to its character. <br />Not Recommended <br />Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a <br />building. <br />STAFF RECOMMENDATION: Staff recommends approval of the proposed project. <br />Elicia Feasel <br />Deputy Director <br />On a motion by Lynn Patrick with a second by Brandon Anderson to approve as submitted. <br />Vote: 7 — 0 Unanimous. <br />COA#2014-1125A Approved. <br />3. 307 LaMonte COA#2014-1201 Chapin Park <br />Representation by Tim Johnson, owner <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 2 December 2014 <br />Application Number: 2014-1201 <br />Property Location: 307 Lamonte <br />Architectural Style/Date/Architect or Builder: 1921/ Colonial Revival <br />Property Owner: Bradley Management LLC <br />Landmark or District Designation: Chapin Park <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey Colonial Revival is set upon a concrete, rectangular foundation. <br />There are 2 symmetrical brick chimneys intersecting the gable ends. The first storey is brick while the second storey is stucco <br />with moulded wood band course between the storeys. The side gable roof has asphalt shingles. There is a small segmental <br />entrance roof with moulded entablatures and Doric pilasters at the corners. The windows are 8 light casement windows grouped <br />in fours on the first storey with soldier lintels. There are 3 unit casements in the second storey with a pair of three light casements <br />over the entrance. There are fan lights in the gables. <br />ALTERATIONS: The roof is not original to the house. The casement windows in the second storey are vinyl replacements. The <br />sidelights at the entrance have been replaced by wood panels. The entrance is secured by plywood instead of a door. The fan <br />lights in the gables were originally segmented. <br />APPLICATION ITEMS: Build a garage, as to plan given; replace all windows with Anderson 400 Series Casement with <br />Colonial Grid as shown in pictures; plus quarter round windows; replace roof with cedar tan cerenteed shingle house with <br />architectural dimensional. Would like permission to side the house with vinyl siding like some of the houses on the rest of the <br />block so the siding on the garage matches the siding on the house. I would like to add 3 steel doors 1) front door with two <br />sidelights, 2.) back porch, 3. Basement door to basement. New gutters with downspouts -5 inch down spouts our gutter truck. <br />DESCRIPTION OF PROPOSED PROJECT: The owner is restoring the house to a single family_dwelling.(Sheets A-1 through <br />A-5) The owner proposes to change the roofing to architectural asphalt shingles from interlocking asphalt shingles. The current <br />metal casement windows are inoperable and not repairable and some have been replaced with single pane vinyl replacement <br />windows without divided lights. They propose to change out all of the windows throughout the house and in the sunroom and <br />replace them with Anderson 400 Series aluminum clad wood casement windows with the Colonial grid patterns replicating the <br />originals. The fan lights in the gables will also be replaced. (Product information #1). A wood frame, vinyl sided garage is <br />proposed that will have roofing material which will match the house. (Sheets A-6 through A-9). They are also proposing to vinyl <br />side the stucco second storey to match the siding of the garage. The missing and deteriorated doors will be replaced with steel <br />door systems that will closely match the originals. Staff has not received product information on the doors from Tim Johnson. <br />He will either bring it to the meeting or I will e-mail it to the Commission. <br />
