COA #2014 -0416 Approved., 3. 1306 Lincoln Way East COA #2014 -0415 Lincoln Way East No representation STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 16 April 2014 Application Number: 2014 -0415 Property Location: 1306 Lincolnway East Architectural Style/Date /Architect or Builder: Queen Anne /1895 Property Owner: Tara Kotoske Landmark or District Designation: Lincoln Way East Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This is a two storey structure with aluminum siding set upon a brick foundation. There is a full length open front porch with brick pier supports, stone and rough -cut concrete block balustrade and stone deck and steps. There are two front doors, one with a side light. The windows are 1/1 double -hung sashes, fixed sashes with shutters. ALTERATIONS: The aluminum siding, front doors and shutters are not original to the house. APPLICATION ITEMS: Enclose 1306 Lincolnway and 1244 Leer's yard in the back and up to the set back of the house in the front with a 6 ft. wood privacy fence centered in with 4x4x8 treated lumber. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to enclose back yard and side yard at 1244 Leer with a solid wood dog eared fence. It will be installed around the perimeter of the yard beginning at the rear east side of the house along the east side then along the alleyway toward the west and then along the west side on Leer and across the yard to the setback of the house. All per diagrams and information submitted. STANDARDS AND GUIDELINES: Lincolnway East Local Historic District B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a long, narrow lot which extends from Lincolnway to the alley just north of the railroad tracks. The front yards, most of which have sloping embankments to the sidewalk along Lincolnway, are divided by concrete sidewalks to the front porches. A few of the properties have gravel driveways, while most are concrete and some are shared driveways between two lots. All of the properties have trees, many have trimmed shrubbery and hedges. All of the houses conform to a uniform setback line; the buildings in the 1300 block angle to conform to the curve in the street. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains and /or small outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building and causing deterioration to the building's historic fabric should be removed and replaced by suitable flora as approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots, paved, blacktopped or fenced.
