STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 16 April 2014 <br />Application Number: 2014 -0416 <br />Property Location: 1348 East Wayne South <br />Architectural Style/Date /Architect or Builder: Colonial RevivaY1927 /Austin &Shambleau <br />Property Owner: Gwen Mac Gregor <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 1348 East Wayne is a 2 storey Colonial with aluminum siding. The gabled slate roof <br />has two cross front gables. The windows are 1/1 and 4/1 double hung sashes with trim wrapped with siding material. There is an <br />offset gable entry with moulded trim gable returns, plain entablature with Doric columns. There is leaded glass in the fanlight <br />and a concrete front stoop. There is a glass enclosed side porch. <br />ALTERATIONS: The aluminum siding and storm windows and doors are not original to the house. The side porch was <br />enclosed around 1955. Copper roof over back porch replaced with %z" hard board base and single —ply white fleece back vinyl <br />T.P.O. with new shop- fabricated copper edge flashing -COA #2012 -0807. <br />APPLICATION ITEMS: Planters, which were cracked top to bottom and pulling away from the house, to be replaced. We <br />looked to tie the original limestone fireplace from the backyard with the planters, using a limestone look stone, topped by a Blue- <br />stone type stone. The blue stone ties in with the slate roof. <br />The step risers are the limestone. The tread is blue stone. The original stairs are being used for the base. The landing at the <br />bottom of the stairs is now rectangular. Instead of a short (trip - pable) bottom step. It will be the base for the landing. The path <br />leading to the city sidewalk is straight instead of following the former curve because the blue stones are rectangular. We had <br />previously replaced the sidewalk and I think we put the curved walk in. (I honestly can't remember if the walk we replaced years <br />ago was straight or curved). <br />On the west side of the house we hope to take the big brick area which has a metal cap over a brick border leading up to French <br />doors and put in a step down for the doors and then a small landing area. This area ties into planters. <br />We have a sump pump in our basement which feed up into a pipe that used to flow out the front of the planter. (Ugly and made <br />for a soggy front yard) We hope to run it through the basement and out the west wall (suggested by building person) -(Mr. <br />James ?) <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner is in the process of reconfiguring the front walkway from a curved <br />walk to a straight walkway between the front porch steps and the sidewalk. The 1986 survey card shows a curved walkway but <br />does not elaborate on the materials in the text of the description. They also wish to remedy a repair from a car crash and <br />improper sump pump drainage along with a front step that is posing a tripping hazard. They also wish to extend the front stone <br />planter to wrap around the west side of the house and then add a step up to the west French doors. The entire project will replace <br />the existing red brick with lime stone and blue stone. Please refer to the diagrams and the Preservation Specialist Report. <br />STANDARDS AND GUIDELINES: East Wayne Street Local Historic District <br />B. BUILDING SITE, LANDSCAPING AND ACCESSORIES <br />Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk <br />leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the <br />homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the <br />property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are <br />accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few <br />with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees <br />and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. <br />Required <br />Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's <br />history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, <br />fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other <br />similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed <br />from a public walkway. <br />Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings <br />and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant <br />materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be <br />removed. However, trees and plant materials that must be removed should be <br />immediately replaced by suitable flora. All high intensity security lights should be approved by the Historic Preservation <br />Commission. <br />Prohibited <br />No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, <br />outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas <br />shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not <br />extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and <br />solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. <br />3 <br />
