Stapp for Whitcomb and Keller <br />Property Owner: Dr. Laurie Littlepage <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The brick house is a 2 %i storeys with a rectangular plan and steep gable roof with <br />thin wood rake trim. The roof is slate and the shed roof dormer is also covered in slate. There is a series of 5 diamond paned lead <br />glass windows across the front. There are 8 light casement windows in the lower and upper levels. There are brick chimneys at <br />each end and half-timbering and stucco on the west side toward the rear and the back gable. <br />ALTERATIONS: Fifteen windows were replaced with Eagle brand casement windows with COA#1997-0825. <br />The house slate roof was replaced Grand Manor CertainTeed with COA#2011-0404 <br />APPLICATION ITEMS: We would like to fence in our yard for our two dogs and four year old son. We want a privacy fence <br />in the front. This will improve the view of our house from the street, since the back porch isn't that attractive. We want to <br />maintain our interactions with our neighbors, so we would like to have the black vinyl chain link fence surrounding the yard on <br />the other sides. Along the side of our house, we have two trees (apparently they are elm trees0 that the landscaping company <br />suggests should be removed. The leaves are all chewed up, and the trees are very close to our house, making a potential fire <br />hazard with the roof line. If we remove these trees, then we will be able to set the fence back farther from our neighbors' <br />driveway. In the fence design, we have included a gate between us and our neighbors, a gate in the back near all of the utility <br />poles, and a gate near our back door. Catherine Hostetler from the Historic Preservation Commission has visited our property, <br />taken pictures and discussed the project with me. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners are proposing to erect a 6' Western Picket wooden privacy <br />fence at the set back of the house to extend toward the west property line to obscure a screened in porch towards the side rear <br />yard. They would like to remove two deteriorating trees that are close to the house and erect a 5' black vinyl coated chain link <br />fence around the perimeter of the back yard to join up with existing fencing. There will be a gate at the northwest corner. An <br />additional chain link fence with a gate will be added behind the rear set back of house and extend.to the corner of the garage. <br />Posts will be set in concrete. All per diagram and materials submitted. <br />STANDARDS AND GUIDELINES: East Wavne Street: <br />Required <br />Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's <br />history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, <br />fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other <br />similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed <br />from a public walkway. <br />Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings <br />and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant <br />materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be <br />removed. However, trees and plant materials that must be removed should be <br />immediately replaced by suitable flora. All highintensity security lights should be approved by the Historic Preservation <br />Commission. <br />Prohibited <br />No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, <br />outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas <br />shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not <br />extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and <br />solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. <br />Not Recommended <br />n <br />
