Director's Report
July, 2013
17 June HPC monthly meeting. General Office work and meeting prep. Vicky at
Archives e-mailed that there were a number of HPC boxes that could go to storage at Olive
Street. Some of them appear to have COAs listed as content. Will need to go and verify
that.
18 June Tour of Salvation Army Building in Taylor's Field with Staff concerning
maintenance of the exterior. Stopped by 510 S. St. ,Joseph to inspect the work. Roof has
not been started. Completed 2014 Budget per clarifications. Larry Meteiver e-mailed that
he followed up with Brian Haygood at Code that the Dean Building was improperly
repaired and fines could be levied if not properly taken care of.
19 June Attended County wide Department Head Budget meeting which also
included the distribution of the new Policy manual and 27 June Health Fair information.
Followed up with Pam Meyer on the 2013 HPC City Agreement. Emailed Ann Thornton,
Andy Kostielney and Dave Thomas as the whereabouts of the HPC -City Agreement that I
had given Ann on March 20 that Pam Meyer still has not received. Contacted Scott Sneff
to arrange a training session on the HPC logo. Spoke with Chuck Bulot about the use of
caulk rather than mortar to repair Dean Building and he will research that in the Building
Code. Connie Tooley inquired about adding 225 N. Taylor to either West Washington or
West La Salle national Register District. It can't; but if a new homeowner agrees, it could
be landmarked because Schuyler Colfax, Jr. lived there.
20 June Contacted Tim Marker at INDOT about historic district exemptions to
federal mandates on street signs, etc. the Ed Talley continues to e-mail the Office about.
There are only 4 items that historic districts are exempt from in Revision 2 to the 2009
National Manual on Uniform Traffic Control Devices: the size of the lettering on the
signs, retro -reflective, pictographs are allowed and so are different colors except red. All
other mandates, regulations apply httn://www.fhwa.dot.cov/nressroom/thwal222.cfm. Attempted
to setup a Special Meeting to address the issues at 510 S. St. Joseph and include the
window issue at River Avenue -many e-mails, but no meeting. Contacted Ann Thornton
about the City HPC agreement: she had it buried on her desk after Any Kostielney signed
it because she couldn't figure out how to have it notarized. She contacted Pam Meyers
after I gave her Pam's phone number. Finished the calculations for the supplemental
reports to the 2014 Budget and prepared the reports. Researched "Webster School" in
Clay township for Laurie at SBCSC; but could find no information. SBCSC was given a
scrapbook on it, will make arrangements to look at it and maybe even have it.
21 June Turned in budget. Composed the first week of the Director's Report.
Spoke with Michael Baxter (574 514-8859; mitbaxter@mail.com) about his concerns and
Code deadline of August 7; attempted to arrange a meeting for Tuesday, June 25 at 5:00
to resolve that issue at 510 S. St. Joseph. Spoke with Tim Van Overburgh ( 574 315 8752;
timothvvano@aniail.com) concerning an attic window replacement project at 103 W.
Northshore. Sent hire a link for COA application and the Standards and July meeting and
