Director's Report <br />February 2013 <br />28 January Prepared for meeting; Preservation Specialist Contract, Director's Report. <br />Worked on learning Excel for Location Report and BSSB. Discussion with Elicia <br />concerning State Bill #4 creating a state-wide procedure for delisting a landmark or district. <br />It appeared the bill would allow for "spot zoning" or individual sites to opt out of a district. <br />PALS drama with Mik and Frank. Monthly HPC meeting. <br />29 January Spoke with James Tamke and attorney who owns 922 E. Jefferson and is <br />using it as his residence and Office. Provided Contractor Listing and link to tax credits. <br />Sent out copies of the survey cards and assessor's card. Met with Ming from the Micro <br />Venture Consulting group from NDU's Mendoza School of Business. Discussed our ideas <br />for a future Preservation trades, salvage program and revolving loan program using some of <br />die funds from our non -reverting gifts account. The Preservation Trades Program would <br />be an expanded Restore Michiana with the Contractor's trained first. Homeowners and <br />interested parties would follow with the idea that there could be an apprentice program <br />under the trained contractors. Salvage might be an issue because of OSHA requirements. <br />The revolving Loan program would be funded from tour proceeds, workshop fees among <br />other income generating activities and would target homeowners in LHD and owners of <br />LL. Ming came up with an idea on how to link the two programs; in that the workshops <br />would train the homeowner who in turn could then apply for the revolving loan funds. <br />Prepared approved COAs for mailing and pick up. Elicia and I met with Todd concerning <br />the language in SB#4 that Landmarks had crafted for this legislation. The hope was to get <br />this passed and in place with as little fanfare as possible which is why none of the various <br />Preservation Groups had been asked to weigh in on it. The State would have the <br />procedure in place which would prevent local council persons from introducing "opt out" <br />ordinances that could lead to disastrous consequences. None of this applies to South Bend <br />or St. Joseph County as the HPC is grandfathered from 1973 along with Fort Wayne and <br />Indy. Meeting with Interns and Tim on scanning projects and other Office projects. <br />30 January SICK DAY <br />31 January SICK DAY in morning. Interns in the afternoon. Met with Tracy Doyle <br />on her property on 225 Williams which is in the West Washington NR District. Worked <br />on learning the Excel Spread sheet. Kurt Bullard (574 298 9059)contacted the Office. <br />Has a Burr Oak grown from Council Oak acorns. His area is being developed and he <br />would like someone to remove it and save it. Sent Brent Thompson an e-mail and called <br />him on his cell phone. <br />1 February Contacted Bloom's and kept Brent Thompson in the conversation. PALS <br />drama. Collected end of month data for reconciliation of January 2013. Rebecca Rouch <br />called about landmarking the round barn and the farm house at 69490 Juniper Road. She <br />had inquired about this several years ago, but was not the owner of the property. She is the <br />current sole owner and is initiating the process. She will send a letter. <br />
