COA Application, 717 Forest Ave.
Written description of project:
There are two aspects to this project. First, I would like to add an ornamental metal fence to my yard.
Second, I would like to build a carport in my backyard. I am including a scale drawing of the property
with both modifications drawn onto it.
Part I: Fence
Plan:
I would fence my yard using ornamental metal fencing. Currently, the backyard is enclosed by the
neighbors' fences (a wood privacy fence on one side and a wood picket on the other) and by my own
wooden privacy fence along the alley. My wooden privacy fence was built by a prior owner and is in
poor repair. I would like to replace it with a 6 -foot tall ornamental metal fence. I would also change its
position slightly to accommodate the carport. I prefer ornamental metal to the existing wooden privacy
fence because I would like a fence with an integrated lock to keep my dog safe and secure.
The front yard does not currently have any fence. I would like to add a 4 -foot ornamental metal fence. I
would like my dog to enjoy the entire yard, including the front yard. I spend a lot of time working on the
front garden and he likes to be close to me—he would not want to be limited to the back yard. My
house is set back rather far from the sidewalk (about 20 feet). While I would like to fence the entire
front yard so that the fence is at the very perimeter, I would also consider setting the fence back about 6
feet to minimize its visual impact as seen from the side walk, if preferred by the historical society.
However, I think that the fence would have a positive visual impact. My neighbor at 711 Forest (only
one house down) has a 5 -foot tall ornamental steel fence and it looks very pretty (See Picture 1). 1
would like to hire the same company, Custom Steel Designs, to design my fence. My fence would be
shorter (only 4 feet tall). Because the fence would be custom designed, I would model it on some of the
historic fences in the neighborhood. I especially admire the fences at 819 Park Ave. and 838 Park Ave.
(depicted in Pictures 2a and 2b). My fence would look similar to these.
There is clearly a precedent for fences in the front yard. Several houses in Chapin Park have ornamental
metal fences in the front yard, either immediately adjacent to the sidewalk or within about one foot of
the sidewalk. These include 711 Forest Ave., 417 Navarre, 601 Park Ave. (The Horatio Chapin House),
710 Park Ave., 819 Park Ave., and 838 Park Ave. Several other houses have wooden picket fences in the
front yard, at or within a few feet of the sidewalk, including 809 Forest, 808 Forest, 820 Manitou, 424
Manitou, 751 Leland, 412 Navarre, 330 Navarre, 412 LaMonte, 414 LaMonte, 738 Park Ave., 844 Park
Ave., and 846 Park Ave.
Materials:
I would prefer an ornamental steel fence because it could be customized to mimic the historic fences in
the neighborhood. I plan to hire Custom Steel Designs (of Shipshewana, IN). However, if the historical
