St. Joseph <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 31 October 2012 <br />Application Number: 2012-1031 <br />Property Location: 519 S. St. Joseph <br />Architectural Style/Date/Architect or Builder: 1900/Free Classic <br />Property Owner: Sheila McCarthy <br />Landmark or District Designation: Taylor's Field <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey plus attic Free Classic has an irregular plan and is situated on a <br />rough cut stone foundation. The exterior walls are clapboard siding with Comer boards on the first floor only and bell cast shape <br />to second floor wall. The pyramidal roof is covered with asphalt shingles and has large intersecting gable facades on the south <br />and east (front) sides. There is a full width porch across front with wood flooring and balustrade, paired ionic wood columns, <br />concrete steps and lattice work at base. The windows are wood 1/1 double hung though out; there is a multi paned fixed side <br />lights around the Palladian window in the upper storey south gable.. <br />ALTERATIONS: The house was restored in 1981 by Historic Landmarks of Indiana and Southhold Heritage Foundation. The <br />iron railings could have been added then to bring it up to Code. The roof is new. The rear addition has a concrete block <br />foundation and probably was added later. The exterior surface of the house is failing; the interior is in very poor condition. <br />APPLICATION ITEMS: Remove addition in rear, which has deteriorated beyond repair and is crumbling; replace any missing <br />clapboards, restore rear fagade. <br />DESCRIPTION OF PROPOSED PROJECT:, The owner proposes to have the deteriorating rear addition to the house <br />completely removed and then restore the rear facades clapboard and openings. <br />STANDARDS AND GUIDELINES: V GENERAL: <br />A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is <br />the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as <br />historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation <br />Commission for safekeeping and future reference. <br />STAFF RECOMMENDATION: Staff recommends approval. This house has been on Code's list of violations for at least a <br />decade. The current homeowner is attempting to restore the original 1900 house. The rear addition has deteriorated to the point <br />of being a hazzard and should be removed. <br />Catherine D.
