STAFF RECOMMENDATION: Staff recommends approval of the application as presented as it will stabilize and ensure the <br />longevity of the existing structure. In-kind materials will be used and the enclosure will not impair the function of the door nor <br />will it narrow the opening any smaller than that of the original opening. <br />On a motion by Lynn Patrick with a second by Kevin Buccellato to approve application as <br />submitted. <br />Vote: 5 — 0 Unanimous. <br />COA#2012-0507E Approved. <br />Applicant is interested in updating the rating on this property. <br />6.557 Edgewater COA#2012-0518 Edgewater Place <br />Representation by Tina Assimos, Owner <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 18 May 2012 <br />Application Number: 2012-0518 <br />Property Location: 557 Edgewater <br />Architectural Style/Date/Architect or Builder: Prairie/1920/Whitcomb&Keller <br />Property Owner: Tina Assimos <br />Landmark or District Designation: Local Landmark/Edgewater <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The house was landmarked in 2000. This is a two storey stucco home with <br />intersecting hip roofs covered with Art Lock asphalt shingles. It has broad flat soffited overhangs. There is an enclosed front <br />porch surrounded by stucco piers facing the river. The windows are 1/1 double hung with divided upper light. There is a porte <br />cochere at the west side main entrance. There is a detached 2 car garage with two sets of double leaf wood doors with 8 light <br />windows. <br />ALTERATIONS: Aluminum storms were added (COA1981-0414). Rear and side foundation windows replaced with vinyl <br />windows (COA 1984-0813)A two storey rear addition was built in 1989 that replaced a two storey porch and vinyl beaded soffit <br />was installed (COA1989-0110). The roof material is not original to the house (COA 1998-0617) or the garage(COA 1999-1130). <br />Replaced 90 year old garage door and garage floor. Straightened driveway and with concrete. Built/Constructed roof over rear <br />entry door in style of rear bay window roof, proportional to doorway size, approximately 4'x4'. Constructed wood steps with <br />landing and banister at 45 degree angle to rear door so that steps face the driveway. (COA2011-0428) <br />APPLICATION ITEMS: Remove existing shingles and replace with TAMCO Heritage Premium Shingles and repair built in <br />gutters <br />DESCRIPTION OF PROPOSED PROJECT. The homeowner has retained Freund Roofing and Installation to remove the <br />Sherriff-Goslin Interlocking Shingles and replace with architectural shingles asphalt shingles. The built in gutters will be repaired <br />by Freund as well. <br />STANDARDS AND GUIDELINES: Groun B <br />The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or <br />addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general <br />cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements <br />include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the <br />character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a <br />Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not <br />require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed <br />treatment for character and style consistency with the original surfaces. <br />C. Renovation and Additions <br />Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A <br />modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). <br />Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular <br />examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of <br />overall appearance of the site. The proportions, materials and ratios of the existing structures should be carred through in the <br />additions. Care should be taken not to change or alter the following: <br />1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause <br />minimal visual change to the original style and construction. <br />
