CERTIFICATE OF APPROPRIATENESS <br />1.803 West Washington COA#2012-0213 Fagade Easement <br />No applicant representation <br />'STAFFREPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPI1`OP,RIATENESS <br />Date: 14 February 2012 <br />Application Number: 2012-0213 <br />Property Location: 803 West WashingtonE: <br />Architectural Style/Date/Architect or Builder: Queen Ann6/1890 <br />Property Owner: Indiana Landmarks <br />Landmark or District Designation: West Washington national register district/fagade easement <br />Rating: Outstanding 9 <br />DESCRIPTION OF STRUCTURE/ SITE: This is a large solid stone Queen Anne that has two storeys and an attic with <br />turrets and gables and dormers. The roof is asphalt. It has a solid stone foundation. There is an open front porch with stone steps <br />and a port cochere`on the"rear east side with stone steps leading up to the house. The windows are 1/1 double hung set within <br />stone frames, Heavy sione lintels and stone sills. The house has two stone chimneys. There is a stone carriage house in the rear. <br />The two sttu"ctures are set on a comet; lot with minimal landscaping and surrounded by concrete parking areas. <br />ALTERATIONS: The tile roof was replaced with asphalt shingles after the 1987 fire. The rear porch was enclosed. There is an <br />additional stricture enclosing anotlier,entrance at the rear. The house was converted into four family units in 1945, with further <br />subdivisions°after 1945. <br />APPLICATION ITEMS: Remove scrub brush and associated stumps along east property line, remove chain link fence along <br />east property line, install dirt and grass! Remove non-contributing windows installed in carriage house door openings and <br />associated rough sawn siding. Install finish grade exterior plywood in openings as temporary cover. Paint Brown to match trim. <br />Permanent opening treatmentswill be determined and submitted at a later time. Remove later enclosure of rear porch and <br />associated doors and windows. All per attached listing and photographs. <br />DESCRIPTION OF PROPOSED PROJECTS: Indiana Landmarks proposes to remove the white metal enclosures on and off <br />the rear porch. This would return the porch to its original open air form. Indiana Landmarks also proposes to remove the non - <br />original windows and wood in the carriage house door openings and replace it temporarily with exterior grade plywood painted <br />brown to match the trim. This would suggest the look of the original carriage house doors. Indiana Landmarks proposes to <br />remove the current landscaping items, re -grade the site as needed plant grass; replace the arbor vitae shrubs with mulch. <br />STANDARDS AND GUIDELINES: <br />Deed of Easement 8324891 <br />2. No extension of existing buildings or improvements, and no additional buildings or improvements, and no future development <br />of any kind whatsoever shall be permitted on the Property, unless the plans and exterior designs of such proposed future <br />development have first been approved in writing by the Grantee, and only if such proposed future development shall conform <br />with applicable local, state or Federal standards for construction or rehabilitation with the district wherein the Property is situate. <br />1 <br />
