Historic Preservation Commission of South Bend/St. Joseph <br />County <br />Application of Certificate of Appropriateness <br />Description of Proposed Work: <br />The Friends of Granger Paths, in cooperation with St. Joseph County, is constructing <br />Phase IA of the Adams Road trail project. This is the first phase of a multi -phase trail <br />project. Phase 1A involves the construction of approximately. 0.8 miles pathway along <br />the North Side of Adams Road from Elm Road to Cherry Road. The planned Granger <br />Path system includes 21 miles of pathway. <br />The trail will pass through a property on which a Local Landmark is located -13271 <br />Adams Road (northeast corner of Adams and Cherry). The property is owned by Michael <br />Wheeler, and it includes a c.1871 Italianate house (3 -bay I -floor plan), and a c. 1847 <br />barn with cupola.. The front of the house faces Adams Road, which is separated by a <br />distance of 55 feet. <br />A path alignment through the property,that reduced impacts to the property, while <br />adhering to federal multi -use trail design standards was agreed upon through <br />coordination with the parties listed below: <br />• Barbara Fredman — Friends of Granger Paths <br />• Jessica Clark, Chip Porter— St. Joseph County Engineering <br />• Toni Giffin, Jim Glass — IDNR, DHPA <br />• Mary Kennedy — INDOT Cultural Resources Office <br />• Joyce Newland — FHWA <br />• Dan Corbin — INDOT LaPorte District <br />• Catherine Hostetler— St. Joseph County Historic Preservation Commission <br />• Mike Wheeler—Owner, Historic Property <br />• Chris Waidner, C.J. Cunningham — The Troyer Group (Engineer) <br />The 10 -foot wide path will be located adjacent to Adams Road until 150 feet west of <br />Cherry Road, where it will curve north to preserve a mature tree (tree #6 as identified in <br />the attached photos). To provide a barrier between vehicular traffic and trail users, a 6" <br />curb, and a 2' gutter will be installed between the road and path. The path will remain <br />within the existing right-of-way and will be located 42' from the front of the house. (See <br />attached supplemental figures) <br />Supplemental Figure 1 shows the path overtop an aerial photograph. Five trees near <br />the west property line must be removed to accommodate the path. However, they are in <br />poor condition due to numerous trimmings to remain clear of the overhead power lines. <br />Four small landscape areas must be removed to accommodate the path and landscape <br />improvements. However, per Mr. Wheeler's request, the lilacs from landscape area C <br />will be transplanted. (the attached photos illustrate which trees and landscape areas are <br />remain or be removed) <br />In an effort to mitigate the impacts to Mr. Wheeler's property, landscape improvements <br />will be installed at the time of the path construction (contractor is TBD). These <br />landscape improvements will be arranged along a c.1900 wrought iron fence to be <br />installed by Mr. Wheeler. Some sections of the fence are currently installed <br />
