STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 29 April 2011 <br />Application Number: 2011-0429 <br />Property Location: 13271 Adams Road <br />Architectural Style/Date/Architect or Builder: 1871/Italianate style applied to a 3 -bay 1-house/Joseph <br />Singer, builder <br />Property Owner:, Michael Wheeler <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The red brick 2 %Z storey Italianate has a solid stone <br />foundation. The windows have segmental brick arches and segmented window frames, double hung 2/2 <br />and 2/1, with fixed transoms on the second floor. The gable roof has asphalt shingles deep cornices with <br />brackets and dentil moulding. The front porch is open with turned posts and a concrete stoop. The Cherry <br />Road porch has square posts with brackets and a wide dentil frieze with brackets. There is a westside rear <br />one storey ell with French Doors. <br />ALTERATIONS: The roofing materials are not original to the house (COA 2009-0821). The French <br />doors, new siding on the ell were approved with COA#2001-0713-1.5 Pine trees and 2 Walnut trees were <br />removed in the right of way for a utility upgrade with COA 2007-0501. <br />—APPLICATION ITEMS: Please see attached narrative, site plan and figures. The Troyer Group <br />engineer) is submitting this COA Application on behalf of St. Joseph County Engineering, Friends of <br />Granger Paths (project sponsors) and Michael Wheeler (property owner). <br />DESCRIPTION OF PROPOSED PROJECT. To install a multi use 10 foot concrete path along <br />Adams Road in the right of way 42' from the front of the house as part of the Phase I Granger Paths <br />Project. Remove trees and replant with landscaping and installation of a 1900 wrought iron fence all per <br />diagrams and illustrations provided. <br />STANDARDS AND GUIDELINES: <br />The Commission has the authority to determine the architectural merits and the extent of any proposed <br />treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, <br />specifications, and/or samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except <br />for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance <br />of all structure or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. <br />Such improvements include -re -roofing, glazing, or landscaping lawns and may involve a change that can <br />potentially enhance or detract from the character of he landmark.A treatment change of any surface whether <br />on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the <br />appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate <br />of Appropriateness may be necessary. The commission should review the proposed treatment for character and <br />style consistency with the original surfaces. <br />C. Renovation and Additions <br />Renovation is the modification of a structure, which does not alter the general massing while and addition, is a <br />change in mass. A modification, which involves the removal of a part of the landmark, should be considered <br />under demolition (see demolition). <br />
