STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: May 2, 2011 <br />Application Number: 2011-0502 <br />Property Location: 1043 Riverside Drive <br />Architectural Style/Date/Architect or Builder: Shingle/1908/Fred W. Neises <br />Landmark or District Designation: Riverside Drive LHD <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: The property at 1043 Riverside Drive consists of a 2'/2 storey frame <br />home set upon a square floor plan with a two stall garage situated at the rear of the property along a north/south <br />alleyway and bounded on the south by an east/west alleyway. The house is set upon a concrete block foundation. The <br />walls of the house are wood shingle with board trim. The roof is a high hip with a right gable projection with gable <br />returns. The roof is covered with asphalt shingles. There is a full width front porch with shingled posts and walls. The <br />windows are 1/1 double hung. There is a nine pane attic window in the gable. The two stall garage has wood flush <br />siding and a low hipped roof, there are 2/2 windows on both the east and west side; a pair of restored original sliding <br />doors on the east stall and an overhead door on the west stall opening. <br />ALTERATIONS: Aluminum storm windows have been added on the house. In 2003, the entire garage was repaired <br />and restored (COA 2003-0515-2). The overhead door on the garage is a replacement. A new roof was installed (COA <br />2005-0623-04). The fencing is not original to the house. <br />APPLICATION ITEMS: 1. Replace existing perimeter fencing (some wood and chain link) with new 6' privacy <br />wood fencing on three sides of the property. 2. Replace existing storm windows on second floor. <br />DESCRIPTION OF PROPOSED PROJECT: 1. Applicant proposes to change the fence from the current <br />mismatched fencing materials to a shadowbox style wood fence on three sides of the property in the same footprint as <br />what currently exists. 2. Applicant proposes to replace existing silver storm windows on second floor with in-kind <br />aluminum triple track storms in a white finish, which will make all storm windows on the house unified in color. <br />STANDARDS AND GUIDELINES: <br />I. THE ENVIRONMENT <br />B. BUILDING SITE, LANDSCAPING AND ACCESSORIES <br />Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a <br />walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the <br />preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually <br />located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main <br />thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the <br />rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, <br />asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses <br />conform to a uniform setback line within each block. <br />Required <br />Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's <br />history and development shall be retained. <br />Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in photographs, <br />drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and <br />appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's <br />historic fabric should be removed. However, trees and plant materials that must be removed should be immediately <br />replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation <br />Commission. <br />Prohibited <br />No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, <br />outbuildings or other elements before evaluating their importance to the property's history and development. Front yard <br />areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and <br />fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as <br />television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public <br />thoroughfare. <br />Not Recommended <br />Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot <br />be seen from the thoroughfare. <br />H. EXISTING STRUCTURES <br />C. WINDOWS AND DOORS <br />Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In <br />some cases where aluminum siding has been applied window trim has been covered.
